Incredibly simple playstyle once you get the hang of it.
Core Passive and Additional ability are a pile of free damage that doesn’t require you to do anything.
No stand-out features other than good damage output, putting her at risk of power creep from another Fire DPS that does her job better.
Basic attacks have a special “timed” mechanic, requiring you to pause a short moment in between each attack in order to deal maximum damage. This mechanic can be bypassed through the use of some abilities but should still be mastered to unlock Soldier 11’s full potential which won't be for everyone.
Part of a faction with no other teammates currently on release limiting her synergies to only fire characters.
Soldier 11 is a S-Rank Melee Fire Combat Agent having a simple but effective combat style, with some room for skillful play. Her kit is easy to understand, to execute and fits right into various combat scenarios and team compositions. While her damage isn’t Meta-Defining, she does just enough to hold her own in endgame content, making her a reasonable choice of investment until you set your eyes on Limited DPS considering she is available from the Standard Banner.
The entirety of her kit consists of simple direct damage dealing abilities almost exclusively, with the only exception being attacks which feature the presence of her Signature mechanic “Fire Suppression”. Such attacks are subject to a special timing mechanic, which states that when activating the ability in question “at the right moment”, she will use an Enhanced version of the attack instead. The so-called right moment requires you to execute the desired attack input roughly around the ending of the current attack animation without any other inputs beforehand aka no button mashing! To understand and get hang of this timing, we highly recommend messing around with her kit in VR mode.
Her damage is balanced, assuming you’ll achieve Fire Suppression on most of her attacks, making pacing your attack input essential. Fortunately, Solder 11 has ways to forcefully use Fire Suppression on many of her attacks, thus even if you are not the best at executing her special timing mechanic, she is still playable at a good level. With that covered, let's discuss rewards Fire Suppression offers and how the rest of her kit plays out!
Her Basic Attack consists of a 4 part combo, which makes up for a bulk of her damage and will be used for the majority of her field time. At baseline, they deal very underwhelming Physical Damage but can be empowered via Fire Suppression. With the right timing, her Basic Attacks gain higher base multipliers, deal Fire Damage and bonus effects from her Core Passive. All this should make it clear that timing your attacks right should be your utmost priority.
Her Special Attack isn't worth using whereas her EX Special is very valuable. Her EX Special produces a massive Slash in front and around her, dealing strong Fire Damage to all enemies in radius and grants Soldier 11 a special Charge based buff. This buff grants her guaranteed Fire Suppression for next 8 attacks (regardless if timed correctly or not, buff does not stack) in next 15 seconds. Due to its high Energy costs and strong damage output, this ability is best saved for Stunned Boss enemies or in large AoE situations. Alternatively it can be utilized for generating guaranteed Fire Suppression Charges in a pinch when you are not confident in landing correct timings in a particular combat scenario.
In a similar vein to her EX Special, her Chain Attack and Ultimate also deal strong Cleave based Fire Damage while granting her identical Fire Suppression Charge buff. As a primary DPS, her Ultimate should be your primary choice of usage unless running an alternative DPS option. If chosen, it is best to use Soldier 11’s Ultimate after the enemy is Stunned, to make use of Stun Damage Multiplier. That said, with the addition of these two methods to generate Fire Suppression Charges, it will be very rare for her to be without them. However those who can avoid relying on these charges, will be able to use all of her strongest moves at most opportune times instead when the enemy is at their most vulnerable, leading to overall higher flexibility and damage.
Soldier 11’s Dodge, Dodge Counter, Dash Attack and Assists are all standard attacks, except Dash Attack can be upgraded via Fire Suppression granting it higher base multipliers, Fire Damage and boost from her Core Passive.
Rounding off her kit, she gains 2 strong Passives from her Core Passives and Additional Ability. As we discussed earlier, her Core Passive grants all attacks enhanced via Fire Suppression (Basic and Dash Attacks) a whopping 70% Damage Increase. This reinforces the importance of having these Charges or executing her attacks with right timing. Meanwhile, her Additional Ability is activated by having another character of the same Attribute or Faction as her in the team, granting her an unconditional 10% Fire Damage and an additional 22.5% Fire Damage when attacking Stunned enemies.
In conclusion, Soldier 11 presents herself as a strong DPS option having both - reasonably strong burst damage options when aligning her most powerful attacks with enemy Stun windows, as well as dealing decent sustained damage thanks to her constant access to Fire Suppression enhanced attacks. While playing her perfectly offers greater Flexibility, not doing so isn’t punishing, making her a great option to build early and serve you well until you settle on more premium teams.
This tier list assesses characters based on their combat potential in Zenless Zone Zero’s current most demanding content, Shiyu Defense (SD). SD is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, Disk Drives and good W-Engines. This mode offers a reasonable mix of Boss encounters (single target) and Elite packs (2-3 targets), allowing multiple characters to find a niche but in the end, there is a bias toward single target focused characters at the top-end and tier list ratings will reflect that.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

A top option for burst damage characters aiming to deal most of their damage in a short window following their Ultimate. The set grants 8% permanent PEN Ratio% from the 2-PC, 15% increased combat ATK% for 12 seconds after using an Ultimate and 20% increased Ultimate DMG from the 4P. When evaluating this set we assume you'll gain and save your damaging Ultimate for the enemy Stun window and use it before executing the rest of your combo. If you're unable to gain your Ultimate every stun window, this sets value will drop compared to its listing.
Important! This set has anti-synergy with Soldier 11's signature W-Engine these calculations are performed with. For this reason when not using "The Brimstone" this set will performs slightly better than represented here.

Great option for all direct damage dealers that make use of some form of Basic ATK and EX frequently. The set grants 8% permanent CRIT RATE% from the 2-PC and a 9% increased combat ATK% buff for 6 seconds when triggering a CRIT with each a Basic Attack, Dodge Counter or EX Special Attack from the 4P. Each buff belongs to an attack type so you'll need to CRIT with each type every 6 seconds to maintain 3 stacks. You can expect 2 stacks of this set most of the time one from basics and one from either EX's during a burst window or Dodge Counters during downtime granting 18% combat ATK% that multiplies all ATK stats like FLAT ATK and ATK% ((Base ATK * (1 + ATK%)) + Flat ATK) * (1 + Combat ATK%).
Despite all this, the set has ramp-up time and can quickly fall off without access to energy for EX's making it most suitable for characters with cheap EX's, frequent Dodge Counters or concentrated burst damage windows.

Soldier 11’s Additional Ability is incredibly impactful and such its activation becomes essential, which Lucy does thereby allowing you to have a flexible last slot. Lucy also possesses a strong Attack boost she can grant to the whole team which is highly appreciated by Soldier 11 as it increases her damage output. Lucy’s signature W-engine is also an excellent addition to Soldier 11’s teams granting her a nigh permanent and potent Combat Attack% multiplier. Finally being a Fire character Lucy applies a bit of Anomaly, something which will help keep the enemy Burned to activate Soldier 11’s best Disk Drive set Inferno Metal which is responsible for a large potion of Soldier’s offensive stats.
Koleda is the Stun character of choice for Soldier 11’s best teams. Koleda not only activates Soldier 11’s very important Additional Ability but also her own if it isn’t already activated. Stunning enemies in a timely manner is incredibly important to Soldier 11 as it allows her to attack with Impunity unloading all her Cooldowns, a marathon of Enhanced Basic Attacks all boosted by extra damage to Stunned enemies thanks to her Additional Ability. Because of this,Dazing and Stunning enemies is essential for Soldier 11 and Koleda does it extremely well. In addition to this Koelda being a Fire unit also contributes towards Fire Anomaly build up to assist Soldier 11’s incredibly important Disk Drive bonus Inferno Metal into staying active.
Ben is a more F2P accessible option for Soldier 11’s Stun slot compared to Koleda and similarly to her can activate Soldier 11’s Additional Ability while also activating his own. Ben can’t bring as much Daze as Koleda but grants Soldier 11 different benefits to somewhat make up for this, the first of which is a team wide Shield which when built around can serve as a nice buffer against large hits if any taken. Fortunately Ben has more to offer Soldier than just his Shields as when Fire or Belobog allies are Shielded they gain 16% Crit Rate, something which Ben can maintain throughout combat given enough energy regeneration. Ben doesn’t quite match up to Koleda in Soldier’s teams but he is a solid option if you don’t have her or are using her elsewhere.
If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.

Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
