Review
Gains temporary invincibility during the enhanced portions of her basic attack sequence allowing Koleda to ignore hits and finish her combo instead of dodging.
Very easy to play to her full potential.
Combining Koleda’s EX with an enhanced basic attack sequence delivers devastating amounts of daze.
Gain’s empowered abilities when in a party with Ben changing and improving some of her kit.
Additional ability (gained by having a Belobog or Fire teammate) is nice but not a dealbreaker to lose making Koleda feel fine to splash into team archetypes she doesn’t have direct synergy in (she can be used in every team without you feeling bad for losing something).
Has attack animations on the slower side with some attacks that lock her into completing them, sometimes causing Koleda to end up out of position unless you perform a character swap during them.
Non-enhanced basic attacks feel lackluster compared to her EX-enhanced basic combo making her feel somewhat EX-reliant outside of parrying and dodge countering.
Nothing that makes her outstanding outside of her great Daze and being a Fire element makes her subject to power creep.

This tier list assesses characters based on their combat potential in Zenless Zone Zero’s current most demanding content, Shiyu Defense (SD). SD is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, Disk Drives and good W-Engines. This mode offers a reasonable mix of Boss encounters (single target) and Elite packs (2-3 targets), allowing multiple characters to find a niche but in the end, there is a bias toward single target focused characters at the top-end and tier list ratings will reflect that.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

The W-Engines are listed in order of priority. Sometimes the percentages appearing near them won't reflect their performance as pure damage or Stun output isn't the only thing we're looking at - the utility of the W-Engine might be more important than the calculations imply.
The top number shows the performance of the W-Engine when applying Daze while the bottom number when dealing Damage. You can find more information about them in the Calculations tab.

Best option for all Stun-focused characters granting 6% permanent Impact% from the 2-PPC and 20% increased Daze for Basic Attacks, Dash Attacks and Dodge Counters. As Stun characters top priority is dealing as much Daze as possible as fast as possible, no other set comes close to this one and the 4-PC should be pursued even at the cost of good sub-stats.
Best combined with your choice of 2-PC Set:
Substats: CRIT RATE = CRIT DMG > ATK% > PEN = ATK

Ben and Koleda have synergy in both Lore and kit, granting each other their Additional Abilities. Beyond that Ben also empowers two of Koleda's best abilities, her Ultimate and Enhanced Basic Attacks. Koleda’s empowered Ultimate has a larger AoE, is easier to aim and also deals more damage and Daze Whereas, the empowered Basic Attack’s “only” gain a good chunk more Daze and damage. Overall, Ben makes Koleda stronger but there is a slight catch to combining the two of them. Both Ben and Koleda are geared toward Stunning enemies as their primary role, something most team’s don’t specifically need two of causing their synergy to come at the cost of a true dedicated Supporter or additional DPS which would likely boost performance more than combining these two together.
Koleda is the Stun character of choice for Soldier 11’s best teams. Koleda not only activates Soldier 11’s very important Additional Ability but also her own if it isn’t already activated. Stunning enemies in a timely manner is incredibly important to Soldier 11 as it allows her to attack with Impunity unloading all her Cooldowns, a marathon of Enhanced Basic Attacks all boosted by extra damage to Stunned enemies thanks to her Additional Ability. Because of this,Dazing and Stunning enemies is essential for Soldier 11 and Koleda does it extremely well. In addition to this Koelda being a Fire unit also contributes towards Fire Anomaly build up to assist Soldier 11’s incredibly important Disk Drive bonus Inferno Metal into staying active.
If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
Important!
Rotation time: 17.92s.
Attention!!! Calculations between characters that use Quick Swap Daze vs Main Field Daze Rotations should not be compared as they are two different playstyles!
This rotation is a rough representation of Koleda's Quick Swap Daze Rotation for the purpose of calculations. In combat you may not always be able to fully execute Koleda's enhanced basic attacks due to their awkward nature. You may also find you achieve more or less Defensive Assists than listed depending on the enemy you are facing at the time increasing or decreasing Koleda's total Daze output.
Attention!!! Calculations between characters that use Quick Swap Daze vs Main Field Daze Rotations should not be compared as they are two different playstyles!
