Soldier 0 Anby, or in short S0 Anby, is our first Limited S-Rank Electric Attack Agent and makes a strong debut climbing to the top of the meta as a top tier DPS that’s not only effective but also simple & relatively easy to play!
What makes S0 Anby unique is her focus on a new mechanic and damage type Aftershock, which revolves around dealing damage via triggers instead of directly through abilities (Similar to how Burnice’s Afterburn works). To access instances of this unique damage type, Anby utilizes a fairly standard builder spender playstyle that culminates in a multi-dash attack sequence that triggers constant Aftershocks, the game plan is building and accessing these attacks as much as possible.
Outside of Aftershock, S0 Anby’s kit only contains 1 unique mechanic - a 3-staged resource called “Silver Star” which takes the form of a 3 pointed star mark Anby slowly fills out until full. It can be accessed by striking an enemy with any of the following abilities:

Upon landing any of these attacks, S0 Anby will immediately mark the target and accumulate varying amounts of “Silver Star” on them. Each enemy can accumulate up to 99 “Silver Star” and upon reaching the thresholds of 33, 66 and 99 “Silver Stars” an additional point of the Star will be activated - a detail important for the rest of Anby’s kit!
Anby’s “Silver Star” serves two purposes. The first being allowing the repeated use of her combo based Special Attack, “Special Attack: Azure Flash” which triggers Aftershocks and makes up for a significant amount of her total damage. The second is to activate her Core Passive and Additional ability, both of which grant her a plethora of excellent passive buffs.
Let's start with “Special Attack: Azure Flash” first, which is S0 Anby’s bread and butter. After accumulating enough “Silver Star” to reach the breakpoints of 33/66/99 (aka filling up a point of the Star), that enemy will receive 1 stack of “White Flash”. When an enemy has “White Flash” tapping the Special Attack will consume a stack to make Anby perform a rapid dash that deals minor damage but triggers a powerful Electric Aftershock. With 3 points of the Star filled (A maxed out “Silver Star”), she can perform 3 of these dashes in quick succession. Doing this is highly recommended due to the next portion of her Special Attack “Special Attack: Thunder Smite”.
Upon triggering 3 Aftershocks by consuming “White Flash” on an enemy, they’ll be struck with an additional even stronger Aftershock as a bonus. Because of this, Anby’s playstyle becomes quite simple, accumulate all 3 points of her “Silver Star” via various abilities to generate 3 “White Flash” on the enemy, then spend them by using 3 back to back “Azure Flash”.

The other reason we’re accumulating “Silver Star” is of course due to S0 Anby’s Core Passive and Additional Ability mentioned earlier. Her Core Passive: Voltage Gap grants her 25% increased damage as well as a special 30% CRIT DMG multiplier to all her Aftershock damage whilst enemies are marked with her “Silver Star”. This CRIT DMG Multiplier isn’t simply a plain 30% additional CRIT DMG boost, instead it multiplies your existing CRIT DMG again! If you have 200% CRIT DMG your Aftershock CRIT DMG will be 260% (1.3 times stronger)!
S0 Anby’s Additional ability requires a Stun or Support character to activate, a very easy requirement. While in effect S0 Anby gains a free 10% CRIT RATE and boosts the entire squad's Aftershock DMG by 25% against enemies with “Silver Star” while she’s the active agent. A nice pile of free stats that can benefit other Aftershock scaling allies.
The entirety of the remainder of her kit is all extremely basic and exists solely for the purpose of generating and refreshing her “Silver Star” as quickly as possible. Seriously, it's that simple. In the interest of completeness, let's quickly cover her remaining abilities before diving into her admittedly simple combos.
Her Basic attacks are one of the main ways you’ll be generating her “Silver Star” consistently and are composed of a 5 attack combo all consisting of Electric Damage. The one thing that makes this combo a little different is her ability to repeatedly use P4 of the Basic Attack up to 5 times in quick succession, something that is almost always worth doing.
Her Dash Attack and Dodge counter are completely stock standard with the exception being that her Dodge Counter grants an abnormal amount of “Silver Star” accumulation making it one of the best ways to quickly build toward accessing her full “Azure Flash” combo. Also worth noting is that S0 Anby will immediately skip to Basic Attack P2 following a Dodge Counter. Whenever you can fit this ability in and you need “Silver Star” build-up use it!
Outside of S0 Anby’s “Azure Flash” Special Attacks, Anby also has both an EX-Special and a standard Special Attack. The standard Special Attack doesn’t do much damage or have any bonus effects and thus isn’t worth using. The EX-Special can only be accessed by pressing and holding the Special Attack and will deal considerable damage, but more importantly, immediately accumulate a maximum “Silver Star” mark (even if you had 0 accumulated beforehand). This ability allows for excellent amounts of burst for S0 Anby and allows her to use 6 “Azure Flashes” in quick succession!

Her Quick Assist, Assist Follow-Up and Chain Attack are all stock standard abilities outside of the fact they help accumulate her “Silver Star”. Her Ultimate however fully accumulates her Silver Star similar to her EX-Special skill, allowing for even further combos when available!
With all that covered, let's quickly cover Anby’s rotations of which there are two: non-stun and stun. When playing S0 Anby outside of the stun window, simply make use of her standard Basic Attack sequence and Dodge Counters to accumulate fully charged “Silver Star” quickly to spend on “Azure Flashes”. 1 Dodge Counter followed by a full Basic Attack sequence is enough to fully charge a “Silver Star”.

Anby’s Stun rotation involves accumulating all of her resources for when the enemy is stunned in order to execute as many “Azure Flashes” as possible during the window of vulnerability. The key to maximising her damage in this rotation is saving your Energy, Decibels and ensuring you have a close to fully charged “Silver Star” available before the enemy is stunned. Build up an almost full “Silver Star” Mark then execute the following combo during the stun window:

For those looking to optimize the combo above, there are two things worth noting.
The first is to accurately gauge how much “Silver Star” accumulation you need before the stun window with the Chain Attack in mind. Fully accumulating a “Silver Star” Mark will waste any gained via the Chain Attack, thereby stopping just as you get enough with the Chain Attack in mind, will save you time.
The second is that, similar to Evelyn, Anby can make use of the advanced tactic Chain Cancelling to perform two Chain Attacks per boss stun window instead of one. This allows her to deal more damage and gain more “Silver Star” accumulation making the first point even more potent.
And that about covers it, S0 Anby is simple, easy to play and deals outstanding damage making her a good choice for those looking to get stuff done without the stress of overly complex rotations. With that said, she isn’t without her flaws - the Electric damage type already has a number of excellent and even free DPS, if you already enjoy their playstyles and have them built, she might not be as valuable to you.
In addition to this, S0 Anby isn’t quite as potent in AoE fights as some of her peers such as Evelyn or Miyabi are, giving them a slight edge over her in some encounters. With that said S0 Anby is certainly a powerhouse at the top of the meta at the time of her release and an agent to consider for those she appeals to.
This tier list assesses characters based on their combat potential in Zenless Zone Zero’s current most demanding content, Shiyu Defense (SD). SD is a mode similar to Genshin Impact’s Spiral Abyss or Honkai Star Rail’s Memory of Chaos and requires multiple teams, Disk Drives and good W-Engines. This mode offers a reasonable mix of Boss encounters (single target) and Elite packs (2-3 targets), allowing multiple characters to find a niche but in the end, there is a bias toward single target focused characters at the top-end and tier list ratings will reflect that.
Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

A solid alternative for S0 Anby but with the downside of needing to maintain Shock on the enemy throughout the majority of the fight - something that isn't always easy to do. A competitive option if you can manage Shocks, but the performance drops dramatically in teams that cannot. Calculations assume 60% Uptime on Thunder Metal's Combat ATK buff - higher uptimes will improve performance, lower will reduce it.

Another alternative to 4P Shadow Harmony that comes with some distinct challenges for S0 Anby compared to her peers. Woodpecker Electro is usually a solid generic choice for most characters and can reliably sit around 2 stacks. S0 Anby can do this outside of the stun window but her main burst combo doesn't include Basic Attacks or Dodge Counters meaning this set will lose some value when she needs it most. Calculations assume roughly 1.5 Stacks on average throughout S0 Anby's rotation.

CRIT is a more valuable stat for S0 Anby compared to other characters, due to the additional scaling granted by her Core Passive. The 30% CRIT DMG multiplier to Aftershock damage, makes stacking both CRIT related stats even more of a priority.

Pulchra amplifies all Aftershock damage of which S0 Anby deals a considerable amount. Pulchra also takes up very little field time while delivering a respectable amount of Daze, thanks to her Hunters Gait mechanic. This field time can be used by Anby to accumulate resources for her Burst or execute her non-Burst attack rotations - both of which are useful.
As with most characters in the game mit should be no surprise that S0 Anby synergises excellently with the two generic support power houses - Astra Yao and Caesar. Both offer tremendous damage amplification while taking up very little field time, allowing Anby to deal considerably more damage and also not impeding her ability to act as she wishes on the field.
If a column has multiple characters, the bigger one is the priority choice for the team while the smaller ones are alternatives. If they are the same size, either of them can be used.

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
