Unleashes a howling tempest in the target area for 8s that intercepts all projectiles, pulls all enemies within a 500m radius toward the center with Lv.3 [Displacement Strength], and deals Lightning DMG equal to {0} Final ATK.

Casting CD: 15s

Tosses 4 bombs at the target area and creates an [Unruly Starburst]. When the bombs hit the ground, they each deal Lightning DMG equal to {0} Final ATK to all enemies in a 200m radius. [Unruly Starburst] attacks a random enemy every 5s, dealing Lightning DMG equal to {1} Final ATK to the target and sputtering all enemies within a 250m radius with Lightning DMG equal to {2} Final ATK. Up to 3 instances of [Unruly Starburst] can exist on field at the same time. At the start of battle, this Auto Skill charges 80%.

Intercepts all projectiles, destroys all enemy Barriers, and [Stuns] all enemies except bosses in a 500m radius for 6s; additionally deals Lightning DMG equal to {0} Final ATK to all enemies in the target area. When the skill ends, activates all [Unruly Starburst]s on field for 20s; during this duration the time between each [Unruly Starburst]’s attack decreases by 50 Tactician Special Trait: Seed Charge +50% when entering battle.

Base Effect:

After casting a skill, enters [Bedtime Story] for 10s. During this duration, basic attacks deal Lightning DMG equal to 350% Final ATK to all enemies within a 200m radius.
[Unruly Starburst] is considered a Summon. When [Unruly Starburst] damages enemies, it reduces their Lightning RES by 30% and their Water RES by 10%. Triggering this effect again will refresh the duration.

Unlocks at Seed Lv. I:

When [Unruly Starburst] damages enemies, it reduces their Lightning RES by 45% and their Water RES by 15%. Triggering this effect again will refresh the duration.

[Unruly Starburst] deals additional DMG equal to 120% Skylar’s MST to DMG Rate to its main target.

When [Electrolyzed] / [Explosion] / [Electroconduct] is triggered, the affected targets take 20/40/60% increased DMG.

Potential Exploration

Lv. 0: When set as Leader, this Echomancer gains an Engraving Stat bonus of 20% (including VIT, ATK, and MST).

Lv. 1: When set as Leader, teammates gain an Engraving Stat bonus of 20% (including VIT, ATK, and MST).

Lv. 2: When set as Leader and on the field: Increases the VIT of Echomancers on the field by 20%.

Lv. 3: When set as Leader, this Echomancer’s MST to DMG Rate is increased to 110%.

Lv. 4: When set as Leader, after this Echomancer casts a debuff or buff skill, the Extra DMG of Echomancers on the field is increased by 60% for 30s.

Lv. 5: ATK SPD +5%.

Lv. 6: CRIT Rate +5%.

Lv. 7: When set as Leader on the field: Lightning Echomancers ignore 10% of the target's Basic DR. When an Elemental Reaction is triggered on the field, applies a 40%[Elemental Reaction DMG Bonus] to all enemies for 30s.

Lv. 8: After being switched to Backup, the redeployment CD is reduced by 15s.

Lv. 9: When set as Leader, the Extra DMG of all Echomancers on the field is increased by 50%. Additionally, when calculating the number of Echomancers required for [Inspire], this Echomancer is counted as 2.

Tier list comment

Skylar's ability to shoot down aerial targets, destroy barriers and lock enemies into a zone for long periods of time all make her a good choice. Her summons can reduce the enemy's Lightning resistance, which also allows her to be paired with Jean and Uni. Her advantage is particularly obvious in maps with wet environments, where she can control all enemy units with high frequency.
