Switching to Mk. 31 HMG mode generates a field of Stagnation for 9.5s, in which:
Rebecca fires the Mk. 31 HMG automatically, dealing Electro DMG, considered Basic Attack DMG, while accumulating Overload. Press or hold Normal Attack or press Resonance Liberation at intervals after Rebecca starts firing to enhance her Mk. 31 HMG's firepower and accumulate Overload faster. This effect can be triggered up to 2 times.
The machine gun will only auto-lock onto the enemy closest to the crosshair in the aim down sight.
Rebecca is immobile when firing the Mk. 31 HMG and gains 50% DMG Reduction and Immunity to Interrruption.

Rebecca simultaneously gains the Stat Bonuses of both the Huntress and Guts modes, regardless of which mode she's currently in.
Hot Hand cannot be restored during this period and is consumed by 10 points per second.
Hack - Meltdown
When the target's Off-Tune Level is full, Rebecca can cast Tune Break on the target.
Rebecca can inflict Hack - Shifting and respond to Hack - Interfered on targets.
Responding to Hack - Interfered: When any Resonator in the team deals Tune Break DMG and inflicts the Hack - Interfered, Rebecca triggers Hack - Meltdown on the target. Each target can be damaged by this skill up to once every 8s.

Summon a turret that continuously attacks enemies for 14s, dealing 2.5% Electro DMG each hit.
The incoming Resonator gains Edgerunner Bonds, granting 15% All DMG Amplification for 14s. Resonators with Edgerunner Bonds gain 1 stack of Overlimit every 0.2s, each stack granting 0.5% Heavy Attack DMG Amplification, up to 35% (Lucy automatically receives max stacks when her Edgerunner Bonds is active). Switching to another Resonator ends Edgerunner Bonds and Overlimit early.

Review
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Doesn’t need her Signature weapon to perform and easy to build Echoes-wise (good Energy generation).
Has easy gameplay that benefits from Perfect Dodges (so interruption isn’t a big issue).
Has access to multiple Echo sets that all work on her to similar effect, making finding Echoes for her really easy.
Fits into several teams beyond her intended DPS Lucy, can act as a slightly stronger or equal version of Mortefi (an already proven strong 4-star in the meta).
She’s free!
Very long rotations compared to the average secondary buffer. Deals more damage than most Hybrids to compensate, but still extends team rotations a good amount.
Good for a free character, but still a free character. Don’t expect her to shatter the meta; she only brings a good alternative for Heavy Attackers and is only best in slot for an average DPS.
Ultimate voiceline gets very annoying after a few uses. Kuro Games, please allow us to disable it like Ciaccona’s Ultimate song.
Rebecca is a 5-star Electro Pistols buffer who specializes in dealing Basic Attack damage and buffing Heavy Attacks. She has access to the Hack mechanic, a variant of Tune Rupture, and provides a secondary source of damage as well as Heavy Attack-related buffs to enhance your Main DPS’s firepower as much as possible.
Key Mechanics & Rotation
Rebecca has 2 states she can switch between freely in order to complete her rotations: Huntress and Guts. She swaps between them on every Intro and Skill cast, starting in Huntress state. Practically, she will use Guts state to generate most of her Forte gauge, then cast her Forte Heavy Attack in Huntress state and Outro, creating a loop since every rotation starts in Huntress state, switching to Guts upon Intro, then back to Huntress via one Skill, leaving her in Huntress state for the start of every rotation.
Each state brings small self-buffs to Rebecca, being 30% CRIT DMG and 15% DEF Ignore buffs, where she activates both at once upon casting Intro thanks to her automatically replenished Forte resource, Hot Hand.
Her manually replenished resource, called Fervor, is charged via her Intro, Basic Attacks and Skill. When fully replenished, she casts a special Forte Heavy Attack, dealing a good amount of damage and restoring a lot of Concerto.
Rebecca’s Ultimate restores a ton of Concerto and deals a lot of damage as well. It occurs in 3 stages where Rebecca shoots 15 bullets total, progressively getting enhanced as the Basic Attack or Ultimate button is pressed every 5 shots (indicated on her Forte gauge). She then finishes off with a big blast of additional damage and Concerto that can be Swap-cancelled in optimal rotations. It also grants a small 20% ATK buff to the team upon casting.
Finally, her Outro amplifies All-type DMG and summons a turret that progressively increases the Heavy Attack DMG of the on-field character, the turret dealing constant damage as well. This totals up to 15% General Amplification and 35% Heavy Attack DMG Amplification, giving a maximum of 50% Amplification to Heavy Attackers when the full buffs are acquired (this is instant for Lucy, but takes the full 14s for other characters).
Additionally, similarly to Lucy, Rebecca has access to a unique Tune Break response called Hack. It functions the same as Tune Rupture, just under a different name, but uses the same scalings and general mechanics otherwise, overall enhancing the damage of your Tune Break Skill casts when applied by several of Rebecca’s attacks.
As a result, Rebecca’s rotation will have her progressively work up towards her Forte Heavy Attack via 3 Basic Attacks and a Skill before finally casting the Heavy, followed by her Ultimate, and swapping out of her finisher attack (provided enough Concerto has been built ahead of time).
Meta Position & Conclusion
Rebecca deals good damage and has good Heavy Attack buffing potential. Functionally, in spite of a quite lengthy rotation (over 7 seconds in all situations), she is still an alternative to the already proven meta Heavy Attack buffer, being Mortefi. As they are both free to acquire and have strong Heavy ATK buffing potential and a reliance on the same weapon and Echo set, being Static Mist and Moonlit Clouds, they fulfill the same niche. Disregarding different elements, which may give the advantage to one or the other depending on elemental resistance, Rebecca is generally slightly stronger in all Heavy Attack teams, with characters like Jiyan, Augusta and Phoebe, especially considering when her Signature Weapon is acquired. Obviously, Rebecca is also best used alongside Lucy, with whom she attains very solid performance although not meta-shaping.
In conclusion, for a free character, Rebecca is quite serviceable, being a “second Mortefi” of sorts who can strongly contribute to your Heavy Attack main damage dealers, having a particularly strong synergy with Lucy for several use cases in all Heavy Attack-based teams in the game. She is strongly recommended to build if you have a valid use case for her on one of your Heavy Attack-based teams, as she works well even without her Signature weapon or extra Sequence nodes, making her accessible and viable, particularly when paired with Lucy if you own her (although that’s not necessary to have her perform well)!

This set sacrifices Rebecca's personal damage in order to provide higher buffing to a single character. It provides an extra 10% Energy Regen to the wielder unconditionally and gives 22.5% ATK to the incoming character for 15s after casting Outro skill.

Lynae's Signature Echo set can be utilized by Rebecca (in Lucy's team specifically) which can grant a higher total set of buffs than what Moonlit Clouds provides. However, due to the inability of this Echo set to increase Rebecca and her Support's damage as well (possible with Bell-Borne Geochelone main Echo), it is a very close contender but not a stronger one than Moonlit Clouds, with lower overall usability in non-Lucy teams. It is still a close contender if you have the Echoes and don't want to farm a separate Moonlit set for Rebecca though.

All recommended endgame stats portray a fairly good quality endgame build as a goal to aim for on most characters. However, don’t treat this as an end-all-be-all, and more of a suggestion.

Basic, Intro and Skill matter substantially less than Forte and Liberation, and may be kept at lower levels to save on resources at a minimal damage loss (though fully upgrading can be considered in late game).
Gameplay and teams
Rotation & Gameplay
Rebecca’s rotation goal, similarly to Lucy, is to build towards her Forte Heavy Attack by quickly building her resource called Fervor. She can then build enough Concerto to use her Ultimate and swap its finisher attack at the end of her rotation. It’s possible to create a rotation where Rebecca can swap out of her Ultimate’s finisher attack on the first rotation, called “Boom! Fireworks”, by generating more Concerto than would be necessary. Due to the swap cancel, this will then carry over 10 Concerto Energy into the next rotation, for her to keep repeating this without needing to cast any extra attacks to build additional Concerto on any rotation that follows. This is Rebecca’s main optimization and a significant time save. This, however, means her first rotation looks different than any subsequent rotation, like so:

This saves 1.43s on the Boom! Fireworks swap by extending the rotation for about 1.03s of extra rotation time spent casting additional Huntress Basics, netting a 0.4s time save on the first rotation, and the full 1.43s on any following rotation, making this “extended” Opener always worth it.
Now that we can carry over 10 Concerto from our Opener Rotation into our Loop, we are free to swap cancel Boom! Fireworks without the need for extra attacks. This allows us to do the following:

Additionally, it’s theoretically possible to optimize Rebecca’s rotation speed and overall strength even further in the Lucy + Mornye team specifically, by exploiting Lucy’s Outro buff, using Rebecca’s Ultimate immediately at the start of the fight, and operating on a Double Intro basis for Rebecca’s rotations past the Opener, using mainly Intros to generate Fervor and forfeiting Mornye’s Intro, choosing to use her Basics and Heavy Attack instead. However, doing this requires Quickswap and hasn’t been fully explored yet at the time of release. Stay tuned for additional information on this page once a few days have passed.
