Lucy deep dives into cyberspace and pulls up the Protocol Interface for 10s. While the Protocol Interface is active, choose up to 7 different Spoofing Program effects, each requiring different RAM costs. Lucy starts with 24 points of RAM.
While in the Protocol Interface, Lucy marks targets within a certain range in her view. Marked targets will be applied with all Spoofing Program effects selected afterwards. Adjust Lucy's view to mark more targets. When no target is in view, no Spoofing Program can be applied.
While in the Protocol Interface, when either the duration expires or when Normal Attack is held down, Override is triggered, which deals Spectro DMG to all marked targets before closing the Protocol Interface, considered Heavy Attack DMG. When RAM runs out or is insufficient to activate any Spoofing Programs, press Normal Attack to trigger Override on all marked targets.

When in Algorithm Compaction, Lucy gains Root Access upon hitting a target with attacks including Basic Attack - Thread Shredding and Heavy Attack - Single Threading. Data Crash
When the target's Off-Tune Level is full, Lucy can cast Tune Break on the target.
Responding to Hack - Interfered: when Resonators in the team trigger Tune Break on the target and cause them to be affected by Hack - Interfered, Lucy applies Hack Response - Data Crash on the target. Each target can be inflicted with this effect up to 1 time every 8s.
Ghost Cyberware
When Lucy is the active Resonator in the team, if she takes no damage for 8s, she gains 1 stack of Optical Illusion. Max 1 stack by default.
Optical Illusion: When attacked, reduce this instance of DMG by 100%. If Lucy is hit or launched from the attack, she immediately recovers and triggers a successful Dodge if she's on the ground. After this effect is triggered, remove 1 stack of Optical Illusion.
Function Cracking
When Resonance Skill - Payload, Resonance Skill - Pulse Interference, or Resonance Skill - Deadlock hits an Overlord Class or Calamity Class enemy, Lucy applies Botnet Mark on them for 2 min. While Botnet Mark is active, when a Resonator in the team defeats that target with direct damage, Lucy gains the Network Backdoor effect. If Rebecca is in the team, she gains the same effect.
Network Backdoor: Grants 10% All DMG Amplification and 10% additional Hack DMG Multiplier. This effect lasts for 2 min and stacks up to 2 times. Gaining this effect again resets its duration. At 2 stacks, additionally increases All DMG Amplification by 5% and Hack DMG Multiplier by 5%. When Lucy is downed, she can no longer gain Network Backdoor, and any existing Network Backdoor effects become invalid.
Outdated Hallucination
Attack the target, dealing Spectro DMG and granting Resonators in the team Involuntary Sharing, allowing them to see targets behind obstacles for 25s. Additionally, Involuntary Sharing is enhanced on Rebecca, allowing her to lock onto targets behind obstacles. If Rebecca's turret is on the field, its Overload effect is activated, increasing its DMG dealt for 4s.
If Lucy is not in Algorithm Compaction after casting this skill, press Normal Attack within a certain time to cast Basic Attack Stage 2.
If Lucy is in Algorithm Compaction after casting this skill, press Normal Attack within a certain time to cast Basic Attack - Thread Shredding Stage 2.
After casting this skill, the next Resonance Skill - Pulse Interference additionally grants 20 points of TCP.
Countermeasure Program
The incoming Resonator gains 25% Basic Attack DMG Amplification for 14s or until they are switched out.
Grants all Resonators in the team Countermeasure Program for 25s.
While the effect is active, when an active Resonator in the team other than Lucy inflicts Hack - Shifting, that Resonator gains 20% All DMG Amplification.
While the effect is active, when a Resonator in the team other than Lucy is attacked, Lucy grants them 30% DMG Reduction for 3s and Stagnates their attacker for 1s. This effect can only trigger up to 1 time while Countermeasure Program is active. Obtaining Countermeasure Program again resets the effective charge.
When the All DMG Amplification is effective, switching to another Resonator ends the Countermeasure Program early.

Lucy is now immune to interruptions while casting Resonance Skill - Payload, Resonance Skill - Pulse Inteference, Heavy Attack - Dual Threading, and Heavy Attack - Multi-Threading
Casting Intro Skill - Outdated Hallucination increases ATK by 20% for 14s.
When a Resonator in the team defeats a target affected by Spoofing Program with direct damage, Lucy records the effect triggered and activates the corresponding Quick Action on that Resonator for 6s. The record expires when Lucy is knocked out.
Quick Action: When activated, inflict the recorded Spoofing Program effects on targets within 3m from the active Resonator in the team, effective once only on each target.
The following Spoofing Program effects can be recorded: Spoofing Program: Cyberware Malfunction, Spoofing Program: Breach Protocol, Spoofing Program: Cripple Movement, Spoofing Program: Weapon Glitch, and Spoofing Program: Cyberpsychosis. When applying Spoofing Program effects via Quick Action, only the continuous status effects are applied.

Inherent Skill - Ghost Cyberware is now enhanced: When Lucy's HP falls below 50%, she immediately gains 1 stack of Optical Illusion upon being hit. This effect has a Cooldown of 180s. When Optical Illusion is triggered, Lucy gains a Shield equal to 150% of ATK for 10s.

Review
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Accessible - has a free best-in-slot buffer and can use multiple generalist Supports to great effect, all of them not needing their Signature to perform near maximum level.
High Sequence value; S1 increases her Whimpering Wastes potential substantially, plus S2-S3 can increase her longevity across all game modes by a lot.
Has a lower damage ceiling than every modern release before her (about equivalent to a late 2.x character).
Pretty Signature weapon-dependent to perform at a standard modern level.
Second Inherent Skill (which can boost her damage a lot) will almost never activate aside from very specific conditions (early Matrix rounds, Tower 2-4).
The Hack mechanic is exclusive to the collab characters, and is a variation of Tune Rupture unable to benefit from standard Tune Rupture temporary buffs in endgame content, impacting long-term use in such scenarios.
Collab character - will likely never rerun beyond her first banner. Grab her now or miss out (most likely) forever.
Lucy is a 5-star Spectro Pistols DPS from the Cyberpunk: Edgerunners collab who relies on a mechanic called Hack (a variant of Tune Rupture) and a special Ultimate that applies various debuffs and damage to enemies. Lucy’s rotation goal will be to empower that Ultimate to deal as much damage and apply as many debuffs as possible, while also dealing some Hack damage to her targets. Her kit is intrinsically tied to her best Support, Rebecca, from the same collab, as they rely on each other to enhance their damage and make for the best team they can get.
Key Mechanics
Lucy’s main rotation focus lies in her Forte resources, being TCP and Root Access. First, she wants to charge up TCP to cast an enhanced Skill called “Deadlock” that then enables her to accumulate Root Access via newly acquired Basic Attacks. At full Root Access, she can then cast a special Heavy Attack called Dual Threading, automatically followed by Multi-threading. At this point, her Ultimate is enhanced, and she is free to cast it and switch out.
Lucy’s Ultimate is, however, very unique. It freezes all enemies in time for its duration and allows you to select 7 different programs that will debuff or deal damage to enemies depending on the program. Until S2, where all programs are always selectable, the first 5 programs are always the best ones to pick for a mix of damage and damage enhancements.
Lastly, Lucy has a unique Tune Break response, called Hack. This is functionally the same thing as Tune Rupture; the damage multipliers function in the exact same way; they’re just under a different name. Lucy will apply Hack - Shifting through various attacks on targets that, upon casting a Tune Break Skill, will receive additional Hack damage, empowering your overall damage per Tune Break Skill cast.
Rotation & Passives
Lucy’s rotation has her casting her Skills 1 and 2 (“Payload” and “Pulse Interference”) following her Intro in order to regenerate TCP passively while she is on-field after the casts and immediately activating her Signature Weapon’s passives. Afterwards, Lucy has enough TCP to cast her enhanced Skill with the help of 3 Basic Attacks. Finally, a full Basic Attack chain is enough to restore her Root Access fully, at which point she can cast her full Forte Heavy Attack, Ultimate, and swap out. No other attacks are useful in her rotation, and dodging isn’t ideal as it’ll lose time overall, so overall Lucy is unfortunately quite prone to interruption.
When it comes to her passives, they only help her consistency slightly in the case of her Inherent Skill 1 (even still, it’s quite useless), and her Inherent Skill 2 grants a nichely accessed damage-increasing mark debuff to enemies that can be granted to her and Rebecca when a boss enemy is defeated. This is particularly useful in early Matrix rounds, but may also see small benefits in Tower of Adversity 2-4, giving Lucy’s team a small extra advantage in those areas.
Meta Position & Conclusion
As a stand-alone modern mid-3.x DPS release, Lucy’s own damage ceiling isn’t impressive compared to all the DPS powerhouses released before her. Aemeath, Luuk, Sigrika, Hiyuki all significantly outperform her, as her own damage ceiling can be compared to that of Augusta or Phrolova, even in her best team with Rebecca and Mornye/Shorekeeper. All in all, while Lucy is easy to access teams-wise since she’s using a free buffer and generalist Supports, her damage ceiling is unimpressive for a modern release, but still usable. Those who enjoy Lucy as a character from Cyberpunk: Edgerunners may be satisfied with how she turned out, as she is easily serviceable, but as a modern release, for meta-only players with no attachment to Lucy, she is forgettable. Targeting the other modern 3.x teams instead may prove to be a stronger choice if meta performance is your only deciding factor.
In conclusion, while Lucy doesn’t bring much that’s new meta-wise to the table, and her long-term use cases don’t look great at S0 due to Hack being different from Tune Rupture, she is still quite a serviceable DPS character up to the late 2.x versions’ standard which can help fill out your roster, or let you play a really cool Cyberpunk: Edgerunners character. And we think that’s awesome.

The focus of Lucy’s rotation is to build towards her Forte Heavy Attack by quickly building TCP and Root Access to then access her enhanced Ultimate at the end of her rotation. It’s possible to optimize this and the uptime on her Ultimate’s debuffs, as follows:
Opener “Rotation”
Lucy wants to act as the very first character in your team rotation. This is because before coming back to her, in her best teams, over 25 seconds of rotation time will need to be expended before her Ultimate needs to be used again. Hence, she can use it immediately and get all of her debuffs up:

The first 5 Programs, starting from the top, are always optimal to utilize for maximum damage and damage-increasing debuffs. At S2, using all 7 Programs becomes possible, but this only brings small amounts of utility.
