Review
Please keep in mind Wuthering Waves is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Wuthering Waves is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.

Powerful buffing potential for Havoc Basic ATK DPS characters thanks to her Outro Amplification and Flat ATK buff.
Great personal damage for a Hybrid buffer.
Super easy to play and get the hang of.
Has the best grouping abilities in the game thanks to her Resonance Skill and unique Inherent Skill utility that she can transfer to other characters, making her tremendously helpful in AoE content.
Has the cutest pet known to mankind.
Competes with two amazing Hybrids, Sanhua and Danjin, the former not only being top tier but also accessible to F2P.
Requires more stat investment than most other Hybrids to unlock her full potential.
Her pet somehow isn’t a playable character.
Roccia is a 5-star Havoc Gauntlet character whose main utility is empowering Basic ATK focused Havoc DPS. Whether it's her amazing buffing potential, or her uniquely powerful grouping abilities, the little Italian Jester Girl stands out as a unique, fun and easy character to play, who will find a home in your Havoc-focused teams when AoE content is on the menu.
Each element of Roccia’s kit is important and is used at some point in her rotation (discussed in detail later), but without a doubt the center of it all is, like many characters, her Forte Circuit which allows her to hold up to 300 stacks of “Imagination”.
After using her Resonance Skill, she enters a state called “Beyond Imagination” during which she can cast up to 3 consecutive Mid-Air Basic Attacks called “Real Fantasy” (which are her bouncing attacks) by consuming batches of 100 “Imagination” per Fantasy bounce. They’re referred to as Basic Attacks, but count as Heavy Attack DMG. This is the central element of her rotation, which is actually really easy to understand and work around, as long as you don’t let yourself get confused by the terminology.
Before we take a look at how to work around her Forte mechanics, let's take a look at her Ultimate, which is a simple AoE Heavy Attack DMG Nuke that surprisingly boasts a higher total multiplier than Yinlin’s Ultimate (for comparison purposes). However, that’s not all as for every 0.1% of Roccia’s Crit Rate over 50%, Roccia buffs the ATK of every character in your team by 1 for 30s, up to 200 ATK maximum (the first Flat ATK buff of the game). All you need to remember is that if Roccia has 70% Crit Rate or above, you’ll be guaranteed the maximum 200 ATK when she uses it. Her Ultimate has a moderate Energy cost, a mid-long cooldown and the standard 20 Concerto Regen. All in all this makes it a very strong mix of nuke and buff.
Her Resonance Skill, on the other hand, allows her to access her “Beyond Imagination” state which in turn, allows her to perform her Fantasy bounce attacks. Prior to entering that state, she summons a tornado which pulls enemies into its center and deals a solid amount of Havoc DMG, making it a strong grouping tool.
Now, for how to work around her Forte mechanics. She gains 100 “Imagination” via her Intro and Resonance Skill, thus she’s missing 100 “Imagination” to cast her third Fantasy bounce, which is what we’re trying to achieve. This is very simply done by casting a Basic Attack right after her Intro Skill (which makes her immediately start from Stage 4 of her Basic Attack chain). So to put it in an order you’ll use:
Intro skill
A Basic Attack
Resonance Skill
3x Fantasy bounces
Ultimate
Echo Skill
Outro Skill.
And that’s it! Super simple gameplay.
It should be noted her S1 allows her to skip Basic Attack 4 entirely as it generates the extra “Imagination” stacks needed via her Resonance Skill, the result of this is lower field time at the cost of a little total damage.
Her Outro skill is a simple but effective 25% Basic Attack and 20% Havoc DMG Amplification to the incoming character, which is very desirable for two of the best Havoc DPS characters in the game currently, Havoc Rover and Camellya, making her a strong Hybrid buffer.
But even after you access her Outro skill, Roccia’s tricks aren’t over; through her second Inherent Skill, she provides a completely unique mechanic that replaces the Utility button of the next character you Outro into by her Super Attractive Magic Box! Using this magic box (the same way you would use your grapple, flight or camera for example) summons a mini-version of her Resonance Skill’s tornado in front of your character which - while not as strong as her Resonance Skill - is surprisingly effective for grouping small enemies. This ability can be transferred over to your Main DPS character as it’s usable by the next character you Outro into; this makes it one of the strongest grouping tools in the game and, paired with her Resonance Skill, makes Roccia arguably the best grouper in the game, allowing you to strike groups of smaller enemies all at once instead of dealing with them one at a time, making her especially effective in those situations.
However even with all this, Roccia faces stiff competition in her role and optimal teams despite her ease of use, personal damage, big buffing potential, and grouping. That competition comes in the form of the accessible and generic Hybrid juggernaut Sanhua - a top-tier character who fills the same niche she does (both have a Basic Attack DMG Amplify). While it’s true that Roccia’s buffs come out slightly ahead of her and she certainly does more damage than Sanhua, she loses out due to higher field time requirements and the fact that Sanhua is free and Roccia is not. Another competitor is Danjin who again serves a similar niche to Roccia but isn’t quite as formidable an opponent as Sanhua. Roccia sets herself apart from her competitors with her strong AoE grouping utility and higher personal damage but might not be enough of an upgrade in the total team damage department for those who aren’t interested in her specialties.
In conclusion, as things stand, while Roccia literally owns Pero, none other than the cutest pet in existence, pulling her on your account is a matter of specialisation. If you feel her AoE grouping and higher personal damage compared to her competitors warrant her higher field time and investment she’s a fine choice, but for those without the pulls to spare Roccia may not currently be worth it. In the event we see more AoE content, Roccia’s position within the meta is sure to improve, but until then even though she’s one of, if not the strongest Havoc supporting unit in the game she’s definitely a specialty pick compared to more generic options like Sanhua.

Gameplay and teams
Roccia's rotation is incredibly simple and boils down to building up 300 Fantasy quickly via her Intro, Basic ATK 4 and Skill, spending it shortly after and finishing things off with her Ultimate in order to generate 100 Concerto. When optimizing you can watch out for the following:
To save time, use your skill to cancel the extremely long animation of Basic ATK P4 right after you generate the 100 Fantasy from it,
To save even more time you can activate your Ultimate right after the damage of the third bounce of Real Fantasy lands to cut out the end of the animation.

Basic P4 (Cancel animation after 100 Fantasy is gained using skill)

Forte: Basic: Real Fantasy P3 (Cancel animation after the bounce lands with Ultimate)
Ultimate: Commedia Improvviso!

Outro
If you pulled S1 you can shorten Roccia's rotation by removing Basic ATK P4 completely. This results in lower DMG and DPS for Roccia personally but will shorten her rotation, leaving for time for the rest of your team to more than make up for that damage loss.
