When entering battle, gains [Restless Heart]; changes [Restless Heart] to dispel after an attack does not score a critical hit.
[Listen to New Stuff]’s Insight III effect changes: At the start of the round, if [Restless Heart] is active, gains 1 stack of [Sturdiness].

After casting [Treat for the Ears] or [Challenge for the Eyes], consumes 2 Eureka and grants attack instance +1 to [Impromptu Incantation] for the round.

Review
Regulus holds a good balance between damage and utility for the team. She only needs Insight 1 to make use of her [Restless Heart] passive, which grants +50% Critical Rate when Regulus doesn’t act for one round. That makes Regulus a very AP-generous character, as it allows the player to use that round to manage cards and prepare for a burst window or focus on other teammates’ actions. She also has the rare trait of turning excess of Critical Rate into Critical DMG, allowing her personal damage to be boosted further when being part of Crit. Oriented teams.
Try to take advantage of this downtime to always have the skill “Challenge for the Eyes” at level 2 or above. While “Treat for the Ears” is Regulus’ main damage source, “Challenge for the Eyes” on the other hand doesn’t deal much damage by itself. It can, however, reduce up to 2 moxie from the enemy when scoring a critical hit, thus allowing Regulus to negate Ultimates, even from enemies who are immune to crowd control.
Finally, “Sleepless Rave” deals damage to all enemies while applying the effect [Riot and Roll] on all allies for one round, allowing them to dodge any non-Ultimate attacks. This tool becomes progressively more useful later in the game, when powerful attacks from the enemy team become constant. Just keep in mind that characters under [Conceal] will leave that status once acting (Regulus herself included). That means, if your goal is to avoid attacks, use the Ult as your last action in the round.
Versatile, good synergy with a variety of teams, but especially with crit-oriented teams.

Can reduce Moxie from enemies and give [Conceal] to allies.

A mix of Critical Rate/DMG, ATK, and Incantation Might. NOTE: If you unlock a Resonance Pattern on one Impromptu teammate, be prepared to unlock it for EVERYONE on the team. The Impromptu Incantation scales off your whole team's stats, so hyper-investing in just one of your teammates is a bad idea.

Prioritizes Critical Rate and Critical DMG. Regulus is in the weird spot of being a crit-based character with a T-shaped main piece instead of a +, meaning she misses out on any Resonance Pattern that benefits her Critical DMG. This build gives 28% Crit Rate; combined with [Restless Heart] and her innate Crit Rate, Regulus gets a total 95% CR. If you’re considering running Regulus with a CR buffer like Mercuria, you might want to consider the DMG Bonus build instead.

Prioritizes DMG Bonus and some ATK. Features 11% less Crit Rate in favor of 10% more DMG Bonus and 70 more ATK. At a total of around 84% Crit Rate, Regulus can more comfortably get buffs from supports like Vila and Mercuria without overcapping Crit Rate too much.

Prioritizes ATK. Another way of avoiding overcapping on Crit Rate is to invest in ATK instead, especially if you have other sources of DMG Bonus. This build features almost double the ATK boost the Full Crit build offers. As a lot of ATK pieces also feature HP and DEF, this build is also considerably bulkier.

If you have a max amplification Long Night Talk, you can equip that on Kiperina and have Euphoria Regulus run Aurora After Winter instead. Regulus can't get any ATK, but her AFK playstyle makes it great for her to equip this psychube for team-wide Critical DMG.
In every other situation, Euphoria Regulus wants to use Belt It Out. A team-wide +2–4% DMG Bonus for every Star ally on the team synergizes perfectly with Impromptu's playstyle.
If you don't have those options, any other Incantation Might psychube works on Euphoria Regulus. Blasphemer of Night works great due to its synergy with her debuff and Aleph's [Interpretation].
Otherwise, Hopscotch is another cheap option. Because Impromptu doesn't use Ultimate Might, you don't have to worry about stacking it up. This psychube also works on pre-Euphoria Regulus.
Brave New World is another great general option for Pre-Euphoria Regulus. 20–40% Incantation Might on the next incantation after her ultimate is great—just remember not to cash that buff in on the same turn or else [Riot and Roll] will be dispelled.

Niche 1: Inspiration || Niche 2: Crit
Probably one of the strongest teams available at this time. Utilizes the large amounts of Crit stats stacked by Barcarola and Kiperina (and the latter's Crit Conversion) topped with Aleph's [Interpretation], Regulus' [Rockin' Spotlight] and additional Crit buffs to nuke through anything in the game. Kept incredibly safe by Kiperina's ridiculous [Shield] values. Kiperina CAN be exchanged for Fatutu or Ezra, but this causes amounts of DMG loss. In addition, Aleph can be traded for FP for Inspiration and Regulus(E) can be traded for Voyager(E).
