Review
As it is in collabs, every character cannot be an SSR. While we got 3 of the high schoolers as SSRs, Misato has been undermined as an SR. Heartbreaking for her fans, but without her, the party would indeed be incomplete. Misato is a simple SMG unit designed to be somewhat of a healer. Let's dive right into her skills.
Her Skill 1 has a stackable ability that increases her hit-rate every 60 shots so that her SMG can connect more shots. This in turn synergises with the second part of this skill, which is that once she connects 120 shots on an enemy, she heals the lowest HP percentage unit.
Skill 2 possesses a gimmick to counter shields. Unlike Asuka and Rei who buff their own damage to shields, Misato buffs allies that are hitting those shields. A point to note is that even if a unit hits a pierce shot, only the damage dealt to shield is increased. This gimmick is useful for breaking barriers/shields in Campaign and against particular bosses, such as the one in the ongoing Solo Raid: Massive Object. This skill might be the only reason to perhaps use Misato early game until you pull better units.
The second part of her Skill 2 activates a healing potency buff, but only for Misato herself. It activates once Skill 1's Hit Rate ability (called 'Shooting Manual') is fully stacked.
Finally, her burst skill. The first major downside we see is that it has a 40 second cooldown. In today's meta, that basically means Misato is essentially unusable. Apart from that, Misato is able to heal her team decently if and when she bursts, providing a 25% heal in total over 5 seconds to all allies if her Burst is at lvl10.
Overall, this kit resembles a lot to last year's NieR collab SR unit, the infamous Pascal, who was also made to be a 40s cooldown B1 healer, with only the weapon changed. Where Pascal had his use in PvP, Misato perhaps is a usable shield breaker early on.
Note that Misato is a welfare unit given to all participants of the Neon Genesis Evangelion x Nikke Collaboration Event. She is unobtainable by other means, except through logging in and completing particular missions during the event.

This Overload (OL) Recommendations and Priority guide unravels in detail everything you need about a character in terms of priority, overload targets (effects), and order of acquisition, alongside some notes to explain our thinking process.
For OL targets and order of acquisition, we decided to divide the target effects into several categories.
Overload effects are ordered by importance from Left to Right, which means anything on the left provides more value than the right. Effects that belong to the same group generate too similar an impact to make a difference (and are sometimes interchangeable). Try to follow this order as faithfully as possible for maximum mileage.
