Sturdiness:
When the caster is attacked, DMG Taken Reduction +25% (-1 stack after trigger).
When a round ends, loses (Current HP x15%) HP and gains a Shield with (HP Lost this time x 150%) HP which lasts until the start of the next round. While the Shield is active, DMG Taken -20%.
Reality DEF and Mental DEF +10% when the caster enters battle.

Review
Oliver Fog is a 4-star survivability unit that serves his purpose quite well. His Skill 2, “Ten Minutes Later” is a mass buff that gives all allies stacks of [Sturdiness], as well as increasing the DEF and Mental DEF of all allies by a value of up to 20% for 2 rounds.
His insight causes him to lose health every time a round ends, but he gains a shield to make up for it. It also reduces the damage he takes by 20%. While this seems risky, he has leech rate built in his skill, “Working Hours”, to keep him alive. Along with his own application of defense up, damage taken reduction, and his insight 2 that gives him an extra 10% Mental and Reality DEF when entering battle.
All of these qualities make Oliver Fog a character that will survive for a very long time, even with the health loss passive. His ultimate is a single target attack that doesn’t have any other effects except for increased Penetration Rate of 30%, so he won’t really be ultimate hungry in a team.
Applies [Sturdiness] to the whole team with his Skill 2 which helps the entire team’s sustainability.
Has self-sustain through regular activation of shield passive and leech rate on “Working Hours” skill.
His ultimate won’t be used often, which makes him a unit that isn’t very AP-hungry.
As a 4-star character, he has lower investment costs than characters of higher rarities.
Has less utility than Cristallo, who would be his direct fellow low rarity competitor in this role (but offers much better self-sustain than her).
He won't be dealing much damage, but it is to be expected since he is designed for sustaining the team and himself.

“His Bounden Duty” is a great general option for low rarity units lacking ATK since it has such high base ATK.
“Long Night Talk” helps him scale his ATK every time he casts a buff, and his [Sturdiness] application makes reaching 2 [Pos Stat] easier.
“Luxurious Leisure” is best for an Ult-based DPS build.
