Mesmer Jr is a Support who focuses on slowly inflicting Control debuffs and protecting the team from Mental DMG. That's pretty much the extent of her useage. While she is decently tanky (for her rarity), she lacks any sort of damage or consistent Control.

Mass attack. Deals 200% Mental DMG and inflicts 1 stack of [Paralyze] on all enemies. Also inflicts 1 stack of [Paralyze] on the main target.
Paralyze:
When there are 2 stacks, turns into Daze status or extends the duration of existing Daze status for 1 round.

Stabilize:
When the caster is attacked by a Mental DMG, DMG Taken Reduction +30% (-1 stack after trigger).
At the end of every 2 rounds, inflicts 1 stack of [Stabilize] on the ally with the lowest HP percentage.
Reality DEF and Mental DEF +10% when the caster enters battle.
Stabilize:
When the caster is attacked by a Mental DMG, DMG Taken Reduction +30% (-1 stack after trigger).

Lv. 1:
Artificial Somnambulism Therapy's effect changes to: deals 225% Mental DMG.
Lv. 2:
Magnetic Current's effect changes to: at 1/2/3 stars, deals 220/280/500% Mental DMG.
Lv. 3:
Artificial Somnambulism Therapy's effect changes to: deals 250% Mental DMG.
Lv. 4:
Artificial Somnambulism Therapy's effect changes to: deals 275% Mental DMG.
Lv. 5:
Artificial Somnambulism Therapy's effect changes to: deals 325% Mental DMG.
Review
A Support completely focused on dealing with enemies who inflict Mental DMG. Both her passive and her buff skill “Inhibition Ring” increase resistance against Mental attacks only, making her a niche character from the get-go.
Both her Ultimate and her attack skill “Magnetic Current” don't have a high damage multiplier. They do have some utility, with the first being able to apply [Daze] on the main target, and the latter being able to dispel positive effects from a single-target. This skill, however, can only dispel starting on level 2 or above.
All in all, Mesmer Jr. is a very niche character, and there are several other options who can do the same and more, but she can still provide some utility if you like her.
Can be useful against Mental DMG enemies;
Ultimate can inflict [Daze];
Too niche both in terms of Afflatus and what she can provide for the team;
Little to no damage.
