Darley Clatter fits a similar role to APPle, dealing mostly damage while providing some healing and also increasing his team's Moxie with his Ultimate. The reason why he is lower than Apple, is because his healing isn't as frequent while being pretty mediocre, and due to his low rarity his stats are okay at best.

Review
Darley Clatter tries to do a lot of things, but it doesn’t really exactly work out for him. His skill “Clatter Trample” is just a damage skill which won’t be incredibly useful as he’s a 3-star character, and his damage won’t be very good. His other skill, Commanding Aura, is an attack and healing skill, which scales off of his attack. This means he won't heal that much because his attack isn't very high, and also due to the fact that the scaling is rather low.
It should also be noted that the skill only heals the ally with the lowest HP. His ultimate is actually fairly good; it’s a mass buff that gives one moxie to all allies, and 3 rounds of damage bonus by 30%, and also provides healing. While his ultimate is pretty good, and his skills do work for healing if you really want to, there’s just better healers you can use. Like fellow low rarity character, La Source, who provides better healing.
As a 3-star character, he has an extremely low investment cost.
Through his ultimate and his skill “Commanding Aura” he can provide healing.
His ultimate is a rather strong mass buff that can give moxie to all allies and boost your damage for 30% for 3 turns, and even provides healing.
As a 3-star character, his stats are lower than those of most characters in the game, and her damage will fall off over time, similar to many other low-rarity characters.
There are just better healing options if you need one, and you don’t even have to look through the higher rarity per se, as you have La Source as an option.
