Darley Clatter is a 3 rarity character from the Beast afflatus who deals Mental damage and belongs to the Support class.

His main utility comes from his Ultimate, which gives all other allies 2 Moxie. He and Leilani can form an Ultimate spam team with any ultimate-reliant DPS. As a low rarity character, he suffers from poor survivability (he and Leilani are tied for the second lowest Max HP in the game), so be sure to run him with a sustain or crowd control.

Darley Clatter's ultimate [Great Inspirer] gives all other allies 1 Moxie and 30% DMG Bonus. That's why Darley Clatter sees play.

This Moxie buff is extremely useful, especially on characters who already gain Moxie pretty fast (Recoleta, Noire, Anjo Nala, etc.). Combine this with Leilani—whose ultimate also gives all other allies 1 Moxie—and you get a really simple ultimate-spam core to build a team around.

Reveries gives you access to the Primitive Urge, which synergizes very well with ultimate spamming; there are also some levels that grant all allies Moxie when they cast their ultimate, essentially letting Darley + Leilani cast their ultimates every turn. In Mane's Bulletin, these two do well against Hypothesis of Exhibition and Projection of Nightmares. You have to kill each health bar almost instantly in Mane's, as stunning the boss for a turn will keep Darley Clatter from getting one-shot.

As a result, most of Darley Clatter's high-level play involves a combination of 1) abusing stage effects and 2) funneling Moxie into a DPS unit.

The rest of his kit is quite useless, though (I say this as a Darley Clatter user). [Clatter Trample] is a flat damage skill with some Penetration Rate, which won't matter because of Darley Clatter's abysmal stats. [Commanding Aura] is an even weaker attack that recovers a little HP for the ally with the lowest HP. That's it. It's most efficient for you to merge these incantations for Moxie and never actually use them unless you have AP to spare.

His Insight I is theoretically interesting: he gets 3 Moxie if his HP goes below 50% (once per battle). The problem has to do with phasing. Darley Clatter's HP is mostly going below 50% during the enemy turn, but your incantations will have refilled by then. This means that most of the time, you'll have to wait an extra turn after this activates to get Darley Clatter's ultimate.

Darley Clatter also has some self-healing abilities. His Insight II gives him 10% DMG Heal, and his ultimate heals himself for 15% Missing HP. This will not prevent him from getting one-shot. You really, really need to run him in an environment where it's all but guaranteed he won't die—either with a competent sustain, consistent CC, or stage effects like phasing down a Mane's Bulletin boss.

Don't kid yourself: Darley Clatter's ultimate is the only worthwhile part of his kit.

Her Second Life really helps Darley Clatter's healing output by turning his ultimate into an AoE heal. The ATK% substat is great because this AoE heal and his skill's healing both scale off of ATK.

Family Mentor is a powerful offensive support tool that works well with Darley Clatter, offering up to 24% Critical DMG for all allies. Since his ultimate generates Moxie for his allies, he can stack up this passive reasonably fast—especially if you run him with allies that consume Moxie quickly. He can't get the Ultimate Might (because he has no riposte) but that doesn't matter. The HP% substat helps his survivability.

Melodies Old and New is another offensive support psychube. It increases all allies' DMG Dealt every round up to 9% and boosts Clatter's healing by 16%. The 8% HP substat is ok but 5* psychubes generally make you a lot frailer.

Take the Hard Journey increases Clatter's healing. His low DEF and HP makes the passive very easy to trigger for some extra healing bonus.

Darley Clatter has the structural integrity of a mashed potato, so The Fighter's Best Wishes is a good option to keep him alive with its 16% HP and 10% DMG Taken Reduction.
