Charlie is an alternative for Star teams who don't need to rely on critical. She's also one of the few characters whose Portrays elevate her damage output greatly, becoming nearly mandatory if you want to use the Troupe Master as your main damage dealer.

That happens because, one of her skills, “Tempest to Thee!” enjoys a significant DMG bonus when Charlie's HP is below 50%. However, at Portray level 3 (aka P3), that passive is improved, being triggered when Charlie's HP is below 80% instead, becoming more consistent. Furthermore, her other skill and her Ultimate receive upgrades on their multipliers, as is par for the course. If you go as far as P5, Charlies ultimate becomes a Mass Attack that deals 500% Mental DMG and dispels all [Stats Up], [Pos Status], and [Counter] from all enemies. Making it not only powerful but also useful, especially in the late game.

When using Charlie, it's recommended to bring a debuffer, with Baby blue or Twins Sleep being among the best synergy options. Buffers aren't advised in this case since Charlie already buffs herself, and the buffs can overlap. You should also either give preference to a shielder or pay attention when using a healer, as Charlie's deals more damage when her own HP is higher than 50% but lower than 80% (at P3+). That can be a bit tricky to manage, but once oneself gets the hang of it, Charlie is an invaluable investment.
