A crit-oriented DPS, Blonney relies on her ultimate for the bulk of her damage. Her access to crit buffs allows her to output a surprisingly good amount of damage, though her lack of Moxie generation and Critical-Rate-to-Critical-DMG conversion hold her back. Blonney synergizes well with Critical Rate/DMG and Reality supports.

Blonney's kit revolves around her ultimate, which increases its Critical Rate by 20% with each cast. Blonney has naturally-high Critical Rate/DMG thanks to her Resonance pieces, which means she can guarantee her ultimate scores a critical hit pretty quickly.
Her Insight I and III passives give her +30% Critical Rate/DMG for 2 rounds after she casts her ultimate, allowing her to deal decent damage with her incantations, too. [Killer Bunny] has 25% innate Critical Rate/DMG with good damage multipliers at high ranks, while [Chainsaw Massacre] inflicts [Confusion] for a round at rank 2/3.
Unfortunately, Blonney doesn't have any innate Moxie generation. Since she's dependent upon her ultimate for her burst damage turns, she struggles to deal upfront damage with no setup. To maintain permanent uptime on her Insight critical buffs, she needs to cast her ultimate every 2 rounds, which isn't particularly feasible. Her ultimate also can't really capitalize on the Critical DMG buff, as it runs out too quickly.
Blonney also can't convert excess Critical Rate to Critical DMG. With a Full Crit build (see Stats & Build), Blonney starts with 72.4% Critical Rate and 54.6% Critical DMG. Her Insight I and III boosts bring her up to 102.4% Critical Rate and 84.6% Critical DMG (which is already overcapping on Critical Rate). While the guaranteed critical hits are nice, she desperately needs a support who can let her convert excess Critical Rate to Critical DMG.
Overall, she's outclassed by new-age DPS characters, who have much better multipliers and faster rotations. She's still serviceable, but you're better off building someone else.

Build 1 - Blonney – Full Crit
Prioritizes Crit Rate and Crit DMG as much as possible. Since Blonney’s Ultimate gets a lot of Crit Rate, it’s worth investing in Aspirational’s Crit DMG. You’re welcome to use Elucidation (Ultimate Might/Critical Rate/ATK) as well.

Comments
For Rehabilitation is extremely good for Blonney. Her burst window after ultimate synergizes very well with the 4%–8% DMG Bonus the psychube provides per 1-target attack she casts in the round after her ultimate (both her incantations are 1-target). 16% Critical Rate and 5% Incantation Might are a great added bonus.
Spinning Yarns is Blonney's Anecdote psychube. The activation condition is very easy for her to fulfill since she overcaps on her ultimate's Critical Rate anyway, giving her a free 12%–36% DMG Bonus. The 5% Ultimate Might and 8% ATK are nice as well.
Brave New World is pretty good as it boosts the incantation she casts after her ultimate, which is great for her playstyle.
Another Story is decent for Blonney because she likes stacking up a lot of 2/3 rank incantations to cast after her ultimate. 8–24% DMG Bonus at max stacks and 18% Ultimate Might is pretty good if you can set it up.
Substitutes and Simulacra is an interesting pick. If you're running Lopera (which I highly recommend you do), her Bullets allow this psychube to provide Blonney a free 16%–32% Critical DMG. The 10% DMG Bonus and 10%–16% ATK are pretty great, too.
