A solid healer and defensive support, Balloon Party is great with units with HP-balancing or self-damage mechanics due to her healing scaling off of allies' lost HP. She can also grant the [Party Balloon] counter effect through her Ultimate and rank 2+ "Coughing Weirdo."

Balloon Party is a pretty good healer and survival support for the whole team. She has two types of balloons:

[Balloon of Innocence] grants DMG Taken Reduction and healing after being attacked
[Party Balloon] deals Genesis DMG based on Balloon Party's Reality DEF after being attacked

At the start of a round, Balloon Party gains 1 [Party Balloon], which becomes permanent at Insight III. Her ultimate [Good Kids, Bad Adults] grants 1 of each balloon to all allies, while [Coughing Weirdo] grants 1 [Party Balloon] to all allies at rank 2/3.

The main appeal of her kit is her healing. Unlike most healers in the game, Balloon Party heals allies based on their Missing HP. [Coughing Weirdo] recovers 25–40% Missing HP and is your main source of healing. Her ultimate also recovers a negligible 10% Missing HP for the ally with the lowest HP. Additionally, [Balloon of Innocence] recovers 20% Missing HP when the holder is attacked.

Overall, Balloon Party is a serviceable healer with some interesting mechanics. Her healing makes it very easy for your characters to get one-shot in late game, though.

Healing based on Lost HP is great for units or psychubes that require your characters to meet certain HP thresholds and can save you from wipes
Has incredibly high counter uptime through the permanent [Party Balloon] from Insight 3
Ultimate provides damage reduction and decent reactive healing

Cons

Applying her Counter to allies requires a rank 2/3 card
High risk unit due to only having access to Missing HP-based healing
Doesn't heal as much as new-age sustains, unfortunately

Take the Hard Journey is perfect for Balloon Party. Since her healing scales off of Missing HP, she doesn't mind hanging out at below 80% HP to get that +27% Healing Bonus.

Melodies Old and New is a great supportive option that gives the team up to 9% DMG Bonus and gives Balloon Party up to 16% Healing Bonus. The HP% substat is alright; more HP means more Missing HP is available for healing.

While Balloon Party doesn't inflict any debuff to take advantage of That Inquisitive Dear's passive, that psychube's healing boost is higher than the others, as well as giving you the boost right out of the gate. Meanwhile, for psychubes like Laughter and Laughter, you have to wait for it to stack.

Off the Scene is a weird pick for people who want to optimize Balloon Party's damage output. [Party Balloon] deals all of Balloon Party's Reality DEF as Genesis DMG, so the 36% Reality DEF is pretty good. Balloon Party has no buff incantations, though, so this is purely for the Reality DEF.

people who want to scale Balloon Party's counter damage. The 36% Reality DEF increases [Party Balloon]'s Genesis DMG.

Some may argue that Her Second Life is a better option due to its healing on ultimate. However, Balloon Party is a very passive healer, and her healing doesn't scale from ATK like some other healers. Comparing the overall superior raw stats from both 6-star psychubes, That Inquisitive Dear still provides a bigger bonus on Balloon Party's healing at the end of the day.
