Baby Blue is an alright support for Mental DMG teams who can provide a wide variety of debuffs.
Her first skill [Tea Party] decreases Mental DEF at rank 2/3. Her other skill [Cough Syrup] decreases DMG Dealt and increases DMG Taken. Lastly, her ultimate [Tea With Friends] inflicts [Nightmare], a crowd control effect that prevents enemies from acting entirely.
Not only is Baby Blue a Mental DMG support, but she's also Mental DMG-tanking specialist. Her Insight I increases her DMG Taken Reduction and Critical DEF against Mental DMG, while her Insight III inflicts [Wonderland Visitor]—a DMG Bonus penalty—on Mental DMG enemies that hit her. Her stats also reflect this preference; at max level, her Mental DEF is more than 100 points higher than her Reality DEF.
However, her debuffs being split between her two incantations (one of which is locked behind rank 2/3) makes Baby Blue extremely AP hungry if you want to maintain 100% uptime. [Nightmare] is also a notoriously bad debuff because it dispels if the enemy takes any attack. This makes it difficult for her to work well in Auto Battle or in teams with characters who attack automatically at the end of the round.
Her Mental DMG-tanking abilities aren't particularly useful, either. Being limited to a specific subset of enemies isn't great, especially since you won't want to deploy Baby Blue against Plant-afflatus Mental DMG enemies due to afflatus disadvantage. On top of that, the DMG Taken Reduction and Critical DEF only apply to herself and not the rest of the team. The margin between surviving and being defeated isn't usually so narrow that these debuffs will matter if you have a competent sustain character, so you'd rather have a more offensive Insight passive.
Overall, Baby Blue doesn't hold up as well as other supports because she's AP-hungry and specialized for a mediocre niche.

Ultimate is high effort low reward; requires too much setup for how bad [Nightmare] is as an effect

Prioritizes HP, DEF, and DMG Taken Reduction. Baby Blue is extremely tanky against Mental DMG-dealing opponents through her Insight passives. This build significantly nerfs her damage output, though, so only use this when Baby Blue needs to survive as a pure support debuffer.

Belt It Out is a great support psychube for any Star afflatus character if you want to run a mono-Star team. The 5* psychube's poor stats don't matter as Baby Blue's personal damage is negligible anyway.
Her Second Life gives Baby Blue's ultimate some healing utility to make her a more well-rounded support.
That Inquisitive Dear lets Baby Blue heal allies when she casts her debuffs. A bit unconventional, but works as a defensive build.
Addio Coda is alright for any budget Inspiration team as long as you have a Eureka spender like Euphoria Matilda. The Critical Rate is wasted on Baby Blue, but her AP-hungriness will grant [Impromptu Incantation] more attack instances.
Yearning Desire is very easy for Baby Blue to activate and is relatively cheap to upgrade.
Despite looking and smelling like a signature psychube, Beyond Wonderland isn't good for Baby Blue at all. She doesn't have any innate healing in her kit and she doesn't particularly care about the Critical Rate.
