Her Ultimate's [Nightmare] provides some control utility by preventing the enemy from acting, though it dispels after the enemy is attacked. Overall, Baby Blue is a decent support option for Mental teams and performs better in AP-generous environments.

Review
Baby Blue is a pretty great support for a Mental DMG team, as she can honestly provide a good variety of debuffs. Her skill, “Tea Party,” can reduce the Mental DEF of enemies by up to 35% for up to 3 rounds. Her other skill, “Cough Syrup,” increases the damage taken by all enemies and reduces their damage for up to 3 rounds. Furthermore, her ultimate, “Tea With Friends,” is a mass attack that will inflict [Nightmare], which prevents the targets from acting, until they are hit, on the targets if they are already afflicted with a status debuff.
Her passives are also pretty clear-cut and easy to understand. Insight I and III only activate when she takes Mental DMG. The first Insight reduces her DMG Taken and raises Critical DEF. Her third Insight inflicts a stack [Wonderland Visitor], which reduces their DMG Bonus by 10%. She has a lot of effects to provide, and they will all definitely be useful for you. However, there are some negatives, of course.
Baby Blue's Ultimate requires the enemies to have a status debuff on them, which they'll likely have, but it's just an extra step to ensure they have it; otherwise, you won't be able to inflict [Nightmare]. Her skill “Tea Party” requires the skill to be at least level 2, which means you might not get as consistent a Mental DMG boost as you might want, and her high cost at 5 stars should also be considered. Plus, her mental debuffs are spread across two skills. So she can be quite greedy in terms of moves.

Decent self-survivability with Insights.
Ultimate is high effort low reward; requires too much setup for how bad [Nightmare] is as an effect.
Her -Mental DEF shred (her main use case) is locked behind a rank 2/3 card and isn't easily applicable because of that.
Debuffs are spread between skills, causing her to become AP-negative.
