Lee Yuri is a backline damage dealer. Lee Yuri’s kit is notable in that it comes with a massive innate +80% Anti-Counter DMG bonus. As well, Lee Yuri has an execute on Ultimate skill. While largely situational, it can be just the burst of damage needed to finish off stubborn frontline tanks.
Lee Yuri's Alternium Reactor addresses her damage deficiency issue by increasing her Special Skill damage multiplier and adding a +80% Anti-Counter DMG% self-buff (for a massive innate +160% Anti-Counter DMG%). Beyond damage, Lee Yuri’s reactor increases her Special skill hitstun immunity self-buff from 5s to 13s, effectively providing permanent effect uptime.
In PVE, Lee Yuri's damage output is only middle-of-the-pack relative to other dedicated defender shredders (e.g. Laika, Old Administration Rifleman, Rearm Gaeun). Lee Yuri’s kit is unimpressive and her damage multipliers are low when compared to those of her peers.
In PVP, Lee Yuri (with reactor) sees regular play as a potent damage dealer. Her +160% Anti-Counter DMG% greatly improves her damage to the point where she can explore alternative gearing options beyond the standard Autoattack DPS sets.
Lee Yuri’s hitstun immunity self-buff notably makes her difficult to disrupt which, beyond increasing her DPS uptime by reducing the likelihood of being flinched, greatly increases her survivability by mitigating the impact of typical backline harassment tools (e.g. Rearm Elizabeth).

It goes without saying that Lee Yuri sucks against non-counters where her +160% Anti-Counter DMG does not apply.
