Dorothy is a buffer/ damage dealer hybrid, offering offensive buffs on a cheap sniper body.
In PVE, her ASPD and CRIT DMG buffs are universally appreciated. Moreover Sniper role is part of Vivian’s operator proc order, making her a natural way to complete the command skill sequence (as sniper class lacks buffers).
In PVP, Dorothy sees niche play for similar reasons - sometimes a sniper is needed to complete the operator proc and she is one of the rare support-oriented options.
