Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero’s most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Endgame Modes

Low resource management needs allows for both constant on-field presence and frequent, bursty stun rotations.

Soldier 11 is a Fire Attack Agent who rewards players that can perfectly time her attacks, making use of her “Fire Suppression” mechanic to upgrade skills.
Whenever Soldier 11 uses a Basic or Dash Attack, she will do Physical DMG. If, however, these attacks are perfectly timed then they will be enhanced to become a “Fire Suppression” variant, hitting much harder and dealing Fire DMG instead.
“Fire Suppression” is more than just the name of her upgraded attacks though, as upon using certain skills, like her EX Special, Chain Attack and Ultimate, she will build Fire Suppression stacks. These are then used to forcibly upgrade attacks to their Fire Suppression variants without needing perfect timing.
With her Potential Awakening however, the presence of these stacks can unlock a powerful 5th hit of her Basic Attack string, which itself can be further enhanced by consuming all remaining Fire Suppression stacks if done after a Chain Attack or Ultimate.
This amounts to a gameplay approach where one has to pay close attention to their attack timings in the out-of-stun period, then use multiple heavy hitting skills in stun to burst enemies down.
Fire Suppression enhanced attacks are stronger in both DMG multipliers and due to Soldier 11’s Core Passive, which grants a 70% DMG Bonus to them.
Her Additional Ability needs either the same Attribute or Faction (Obol Squad) and provides:
10% Fire DMG Bonus to all attacks.
An additional 22.5% Fire DMG Bonus to all attacks against Stunned enemies.
Up to 48% CRIT DMG at Potential Awakening 6.
As a result of the significant stat boosts given by her Additional Ability, it’s very important that it is met in some way or another.
The core of Soldier 11’s kit revolves around her Basic Attacks. She has 4 variants:
Warmup Sparks, a weak, 4-part Physical DMG string.
Fire Suppression, the enhanced Basic Attack string that is accessed either via perfect timing or by using up Fire Suppression stacks.
Burst of Firepower, a manual counter stance accessed by holding the Basic Attack button, where releasing the button leads to the parry strike which then shortcuts to Fire Suppression’s B3.
Fire Charge, an auto-counter that is built after using EX Specials, Chain Attacks or Ultimates and leads into Burst of Firepower’s parry strike, after which Soldier 11 will continue attacking from the latest attack string before its trigger.
Although Fire Suppression Basics work with either perfect timing or using up Fire Suppression stacks, it is only while there are stacks available that the 5th hit of the string is unlocked. This Fire Suppression B5 will consume a stack, but if perfectly timed, can shortcut back to the 3rd hit of the string instead of starting again at 1.
Each of these stacks lasts 15 seconds and cap out at 8, and to get them, Soldier 11 must either parry enemies with Burst of Firepower - giving 3 Fire Suppression stacks - or use EX Specials, Chain Attacks or Ultimates, all of which generate 8 Fire Suppression stacks and shortcut to her Fire Suppression B4.
After using Chain Attacks or Ultimates however, have the added bonus of making the next Fire Suppression B5 be empowered. Instead of consuming 1 Fire Suppression stack like it usually does, it will use up all current Fire Suppression stacks and deal additional Fire DMG for every stack consumed.
Each stack consumed increases the move’s DMG Multiplier by 166.4%, with a maximum of 6 stacks used at once. This is because Fire Suppression’s B4 and B5 each consume 1 stack, with the empower effect applying after. Even still, that’s over 1880% in DMG Multiplier with a single Basic Attack!
Aside from her strong Basic Attacks and the skills that enable them, Soldier 11’s Dash Attack has a Fire Suppression enhancement, but unlike her Basic Attack, has no follow-up string or empowered variant beyond it, being little more than a segue into Basic Attack strings.
As for her Dodge Counter it is surprisingly good, having solid multipliers all around and not interrupting her Basic Attack sequence if followed from within 5s. This means that if Soldier 11 gets a Perfect Dodge into Dodge Counter during her B3, she will go into her B4 after without resetting the sequence.
Assists are mediocre, but Defensive Assists and Assist Follow-ups can be useful for building Decibels. Given the value Soldier 11’s Ultimate has, it’s sometimes worth using.
Her Ultimate is plainly a very hard hitting skill, being among some of the strongest Attacker Ultimates at level 12, with a 4206% DMG Multiplier. The Chain Attack isn’t quite as strong, with it dealing only 1265% in DMG Multiplier, but both still benefit from 8 Fire Suppression stacks and the empowered B5 unlock.
Soldier 11’s EX Special hits hard but can be quite expensive, with an 80 Energy cost, but her tendency to on-field and high Energy generation on her Basic Attacks means it isn’t too difficult to sustain.
Overall, balancing out her resource generation and field time with those of her teammates and getting as many Fire Suppression B5s and empowered B5s out as possible is the gameplan, being straightforward in concept but at times demanding in execution.
When in the out-of-stun state, Soldier 11’s relies on your ability to perfectly time attacks to get Fire Suppression Basic Attack strings out, with Burst of Firepower being used to counter enemy attacks for the free 3 Fire Suppression stacks and shortcut to B3, ensuring that B5 can be used.
As Energy builds, use EX Specials for the 8 Fire Suppression stacks that it gives and instead of using Burst of Firepower, make use of the B5 → B3 shortcut and Perfect Dodges into Dodge Counters to preserve Basic Attack sequences until stacks have been used (which should amount to 3 B5s in total).
Don’t get bogged down in only doing Soldier 11 Basic Attacks though, as it’s still important to maintain buff uptime with supportive units and build Daze with Stunners. As Soldier 11 doesn’t have many resources to manage, the more stuns she gets in a fight the better.
Once Stun arrives, she has the following combo shell:

After which it’s back to timing Fire Suppressions out-of-stun, parrying with Burst of Firepower and getting the occasional EX Special for B5, B3, B4, B5 looping.
Do take care to build enough Decibels on Soldier 11 for frequent Ultimates, feeding her Defensive Assists and Assist Follow-Ups where required, but otherwise what needs to be done is simple. Just gotta practice those perfect timings!

Puffer Electro is the ideal set to use when Dialyn is on the team. With her, one of Soldier 11's Chain Attacks can be converted into an Ultimate at the start of a combo, then her Decibel Ultimate can be used later on in the combo, ensuring full 4-piece uptime in stuns. Without Dialyn though, it suffers, as Soldier 11 is highly dependent on double Chain Attacks (if she were to normally open with a Decibel Ultimate, she'd only get 1 Chain and 1 Ultimate, rather than 2 Chains and 1 Ultimate). Some characters, like Astra, can in part make up for this by supplying the missing Chain Attacks, so it can be the best Drive Disc pick, but only when specific teammates are considered.

Woodpecker Electro is a solid all-rounder option for Soldier 11. She's constantly doing Basic Attacks and in the out of stun period, and Dodge Counters are frequent (especially as it no longer interrupts her Basic Attack string) which means it can have decent uptime. It does have some issues though, namely that Fire Assault - her counter - does not trigger a stack, and the high Energy cost for her EX Special makes ith difficult to sustain the third. Despite its issues, it's a fairly competitive set, although it does need some active management.

With Soldier 11's potentials giving her so much damage on her enhanced Basic 5, Dawn's Bloom turns out to not be that bad a set to use. It isn't that the set is particularly good, as Soldier 11 has plenty of DMG Bonus saturation already and has a high EX Special Energy cost, making it somewhat annoying to manage the 4-piece, but compared to other sets - like Woodpecker Electro - its consistent DMG increases make it a competitive set.

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
ZZZ has changed a lot from 1.0 - many new mechanics, enemies characters have been introduced and biggest of all the game has a new competitive endgame mode Deadly Assault. Deadly Assault is based around dealing as much damage as possible in 180 seconds, because of this we're changing our calculation style away from a focus on burst to instead focus on extended fights over 3 minutes (180s). Also, many Mindscapes, Disc Drive and W-engine calculations can meaningfully change when factoring in the buffs of an Agents best team, for this reason we're also adding a new feature, allowing you to see damage output with one of the agents best teams buffs factored in.
The W-Engine calculations below are team-buffed calculations and here's the team we used for them:
