Charlotte Passive
When the user uses Dash that Dash becomes a charging skill and the direction it goes can be controlled.
When this Dash attack mode is active the user gains a (Shield] equal to 20% of Charlotte's Defense as long as the Dash is active.
Take This! becomes available after using Tier 3 Basic Attacks 2 time(s) instead of following the normal rules of charging the Power Gauge using skills and having no cooldown. (Cooldown: 40 second(s))
When the user uses Take This! it increases the damage of Harper! Help! by 50% for 10 second(s). The user's Critical Hit damage stat increases equal to 10% of the increased damage stat.

Review
Charlotte is a powerful DPS that is balanced by how wonky her AI is. She can deal insane amounts of damage...when she feels like it, true to her prankster character!
Super high damage when manually controlled.
Little competition for gear (not many Defense based DPS).
Scales very well with Investment.
She requires high Investment compared to regular units.
Compared to Harper, she needs her twin to be at her best.
AI is super wonky, making her much weaker.
After being the talk of the playerbase for a while, Harper and Charlotte have joined the SLA roster. While they feel out of place in Solo Leveling Universe, they’ll fit nicely in your roster. Let’s learn how they function and what they bring to the table!
Charlotte functions as DPS in the duo, capable of powerful self-buffs that elevate her damage to insanity.
First, Let us take a look at her various skills: her Basic Attack, while important, doesn’t have any special effect alone, while her Core Attack ‘Twinkle’ sends the enemy [Airborne].
Moving on to her Basic Skills - ‘Isla Dance’ summons three dolls that dance around the field dealing damage on hit as well as when they explode, Explosion damage scaling on Charlotte’s Defense stat. Her second Basic Skill - ‘Harper! Help!’ summons a huge Harper doll that charges the enemy dealing a lot of damage. This charge is controllable allowing you to utilize it to deal with Normal enemies or to reposition your character quickly.
Her QTE Skill - ‘Sparkle’ deals damage and inflicts [Knock Down] with the first hit and [Airborne] with the last hit. Her Ultimate - ‘Take This’ deals massive damage and also sends enemy [Airborne] and lastly, her Support Skill, similarly to ‘Isla’s Dance’ drops exploding dolls.
When it comes to Advancements, it is important to note that both Charlotte and Harper are expensive units to raise. While they can and will function at lower Advancement levels, they gain significantly with them. Guess they are still in their growth phase?!
A0: Charlotte turns her Dash into a charging movement skill, Granting her a Shield equal to 20% of her Defense stat for its duration. While simple, it adds to her mobility and gives her a chance of survival against some unavoidable damage. Upon using her Tier 3 Basic Attack twice, Charlotte Ultimate becomes available ignoring the usual Power Gauge requirement and rather than having a cooldown for her Ultimate like other characters, the cooldown is instead tied to the Basic Attack Ult readiness effect, starting at 40 seconds. Starting to see why Harper was Ultimate buff centric? Casting her Ultimate increases Harper! Help! Damage by 50% for 10 seconds. Lastly, she gains Critical Damage based on 10% of her Damage Increase stat, super helpful for players with Precision in their Gem Slots as it is a good way to increase her Critical Damage when getting Damage Increase rolls on Artifacts.
A1: Improves her A0 Passive, lowering requirement of Ultimate availability to one Tier 3 Basic Attack but with 20 second cooldown. She also gains 15% Dark Damage buff for 20 seconds after using ‘Isla’s Dance’
A2: She gains 12% Defense
A3: Changes her Ultimate from ‘Take This’ to ‘Harper! We are One! Granting her 70% damage buff. Considering all the Ultimate damage buffs Harper brings and Charlotte has access to her Ultimate every 20 seconds, it is a HUGE upgrade.
A4: Increases Basic Attack damage by 60% and buffs her Attack Speed allowing her to achieve Tier 3 Basic Attack Faster.
A5: Lastly, this grants her [Dolls Gratitude] buff when using Basic Attack. This buff increases her Ultimate and Skill 2 damage by 8% and can be stacked up to 15 times. To get the most out of Charlotte DPS, you should aim at using ‘Isla’s Dance’ followed by Ultimate and finishing off with ‘Harper! Help’. This increases her damage significantly and is also the reason why when played by AI her damage drops massively else well.
Her weapon, Prankster increases her Defense by 2~12%, Critical Rate and her Ultimate & Skill 2 damage by 4~24%. This further increases her effectiveness as DPS as she gains a lot of free stats to compensate for bad Artifact rolls. And when you do get the proper stats, she gets even stronger.
Just like most other DPS, she prefers 8x Burning Curse Set, but since she is Defense based, you can also run 4x Warmonger (Left Side) + 4x Burning Curse (Right Side), similar to Go Gunhee DPS build. One-Hit Kill is another alternative as it increases her Ultimate damage but the cooldown aspect is relatively useless. Sub-stats wise you are looking at Defense and Critical Rate ( at least 50%). Critical Damage and Damage Increase are welcome additions too thanks to her A0 Passive.
To the surprise of no one, She works perfectly with Harper, whereas your third option can be Lee Bora (currently a perfect fit as another Debuffer/Sub DPS) or Silver Mane Baek (as main DPS). Personally our pick would be Lee Bora, as her investment will also pay off in Guild Fights.
Despite that, keep in mind that the Twins have a teacher, and the Dark team is currently lacking a dedicated Healer/Support - making it highly possible the next Dark character would fill that link. As such, invest in Lee Bora with care, though we will reiterate that her Weapon is an amazing asset for Guild Boss, so might be worth it overall.
Charlotte is arguably one of the best DPS in the game right now. However, having to play her manually severely diminishes her value until Netmarble sends her back to school for proper AI. As such for now, she is highly recommended for Advanced Players that are aiming to tackle the new Workshop of Brilliant Light floors, while new players might consider waiting until we get information regarding upcoming content. Considering Silver Mane Baek just got buffed, it can be a good reason to not summon her if he is already invested in enough and you don't plan to tackle hardest Workshop difficulties soon.
Another factor to consider is that we will not be having any other banner in September outside of Twins, and the next character based on lobby would be Gina, as such you can wait until we get closer to end of Twins banners to see if any new information about future Units elements and content is shared, as we expect Half Year Anniversary to start in Early November. And if you are F2P and currently tackling lower stages of Workshop of Brilliant Light, it’s worth noting that you will need time to reach minimum power requirement for new content when it drops, giving you another reason to save your draw tickets and wait for Twins to be added to Custom Draw Banner - as even if you do build them, you might be unable to tackle the new content immediately, making the investment seem less useful.
F2P - Aim for A1 as it drastically increases her power by reducing time between consecutive Ultimates.
Dolphins - Aim for A3, as 70% damage increase is significant.
Whales - Aim for A5, have a field day seeing her output Nukes.
Charlotte rating takes into account their performance in all matter of PVE content.

Build info
Charlotte can be equipped with the Burning Curse set that you can obtain from the Workshop of Brilliant Light. As a Damage Dealer, Charlotte can make use of the set and in most cases, it will perform better than the normal sets (2 piece is minimum, but you want all 8).
Those are the stats you should focus on when building Charlotte. So search for them on your sub-stats as a priority.

For SSR characters, you always want to use their Signature/EX Weapon - they are simply the best for them. Until you obtain the signature weapon, just use the options listed below. The priority is set from left to right. Also, If you have a Signature/EX weapon for a Hunter that is not in your team you can consider using it for the raw stats alone - as long as it matches the character.
