Review
Barber of Lamanchaland Outis is a Bleed Identity who scales higher with Bleed damage dealt during the fight. Her placement can go higher, depending on her synergy with other Bloodfiend Identities in the future.
First, let’s talk about her gimmick. Each time a unit takes Bleed damage, it's stored as Bloodfeast. Whenever Outis uses her Skill 1 or 2, she will consume a certain amount of Bloodfeast to increase her Blood-tinged Scissorblades. Blood-tinged Scissorblades have 3 stages, with different buffs on stages 2 and 3. Stage 2 grants 2 Offense Level and 1 Defense Level down per 5 stacks, with Stage 3 removing the Defense Level Down demerit. Outside of offense buff, Blood-tinged Scissorblades are also used to enhance her Skill 3. Thus, the general playstyle for Barber Outis is straightforward. Stack Bloodfeast, reach stage 3 with Blood-tinged Scissorblades and unleash enhanced Skill 3 for massive damage - even in Single Target scenario.
NOTE: As of writing this review, Blood-tinged Scissorblades do not work properly and only grants 1 Offense Level Up instead of 2.
Now let’s take a look at her Skills:
Skill 1 - Sewing - 2 Coin skill, Base Roll 11, Conditionals Met - 16. Consumes up to 40 Bloodfeast and grants 1 Blood-tinged Scissorblades per 8 Bloodfeast consumed. Inflicts 2 Bleed, and 2 Bleed Count if the enemy has “Sewing Target” debuff on them which comes from Skill 2.
Skill 2 - Scission - 3 Coin skill, Base Roll 16, Conditionals Met - 20. Consumes up to 60 Bloodfeast and gains 1 Blood-tinged Scissorblades for every 6 Bloodfeast consumed. Inflicts 2 Bleed, 6 if the target has “Sewing Target” debuff. The last coin of this skill inflicts 1 “Sewing Target” next turn - a debuff that increases damage taken, up to 10%, for every Bleed on the target with the debuff. It decreases by 1 per turn, meaning the uptime of Sewing Target is only 1 turn.
Skill 3 - I'll Make You a New Dress! - 4 Coin skill, Base Roll 15, Conditionals Met - 22. This skill does not consume Bloodfeast. Instead, it will increase Attack Weight based on Blood-tinged Scissorblades which will be consumed upon usage. At stage 3 this skill will have 3 Attack Weight. This skill inflicts up to 6 Bleed and the last Coin will do more damage based on the amount of Blood-tinged Scissorblades (it also counts Blood-tinged Scissorblades consumed by this skill) for up to 120% bonus damage. Blood-tinged Scissorblades will also be refunded if one of the targets dies OR if the target had “Sewing Target” debuff.
Additionally, all of her skills heal herself based on % of the damage she does, meaning her sustainability in the fight is fantastic
As mentioned in the beginning, Barber Outis wants to ramp up, stack Blood-tinged Scissorblades and cut through the enemies with her Skill 3. Unfortunately, as a result she is limited to only Bleed teams as outside of those, her already slow ramp-up will become even slower. The payoff of stacking Blood-tinged Scissorblades, outside of boosting Skill 3 power, is also not that impressive. While her damage can be impressive, getting there might take a bit. Additionally, she inflicts no Bleed Count, meaning she requires Bleed support from others, and at the time of writing this review most of them are not great. Without support, Barber Outis would not be able to maintain Bleed Count resulting in no Bloodfeast stack.
