FangHunt Hong Lu is a Rupture ID that becomes stronger when facing a Bloodfiend or a Bloodbag enemy. This makes him excellent in Canto 7 and Murder on the Warp Express event as most enemies there are Bloodfiends and Bloodbags.
First, let’s talk about his Passive which when active gives him a 10% damage boost. The second part of the Passive allows him to inflict 3 Rupture Potency on hit if he has self Bleed. While this can act as a mini Talisman like Red Sheet Sinclair, do note that it requires self Bleed which means taking a hit from a Skill with Bleed Count or against enemies that inflict Bleed Passively. Furthermore, this is capped at 2 times per turn meaning a second Slot and Skill 3 won’t benefit at all from the Passive.
Now, let’s take a look at his Skills
Skill 1 - Slam - 2 Coin skill, Base roll - 11, Conditionals met - 13. Inflicts up to 4 Rupture Potency. A generic Skill 1 with good Rupture Potency applications
Skill 2 - Bonecrusher - 2 Coin skill, Base roll - 14, Conditionals met - 18, Against Bloodfiend/Bloodbag - 20. It inflicts up to 3 Rupture Count, 2 Rupture Potency this turn, and 2 HP Healing Down on the next turn. If the target has 15+ Rupture and 3+ Rupture Count this Skill does not inflict Rupture or Rupture Count; instead, gains Coin Power +1. Now this may sound like a strong conditional but if you read the fine print carefully he still consumes Rupture Count and does not inflict any Rupture at all unless it goes below 15 Rupture Potency and 3 Count. This hinders his Rupture Application greatly as it is now limited to only the aforementioned conditional amount while still consuming them.
Skill 3 - A Cheerful Hunt’s End - 3 Coin skill, Base roll - 13, Conditionals met - 19, Against Bloodfiend/Bloodbag - 22. Inflicts up to 2 Rupture Count and Potency. On the third Coin if the target has 15+ Rupture or has less than 30% HP reuse the Coin. If the target has 15+ Rupture and 3+ Rupture Count this Skill does not inflict Rupture or Rupture Count; instead, gains Coin Power +1 enhancing the damage rolls to 28. Now not only is this Skill Rupture Count negative, but the conditionals of not inflicting rupture count further hinder it as the Rupture Count is on Clash Win. Against an enemy with the conditionals above, he would apply a total of 0 Rupture Count on Clash Win making it completely negative.
In conclusion, FangHunt Hong Lu’s kit is quite weird as his Rupture application is very limited, and from our testing his Bloodfiend/Bloodbag Coin Power conditional only works IF the Rupture conditional is active which plummets his value even against said type of enemy as Rupture can be difficult to maintain.

Skill power can skyrocket if all of his conditionals are met.
Passive gives you a mini Talisman.
Passive is pretty much useless if he does not have Bleed.
Rupture application is very limited and can go into negative.
Less effective against enemies that aren't Bloodfiends/Bloodbags.
Skill power plummets if conditionals are not fulfilled.
