We have reworked our tier list owing to multiple meta shifts and how we rate characters. As such some of the reviews (especially of older characters) might not match the tier list ratings. Please prioritize the ratings given over provided Review. We will be working on updating all reviews, but it is a time-consuming endeavor.
Our first fully new completely unleaked character, Otoha joins team Undead, bringing more cute-but-scary to the faction full of unhinged characters.
Unfortunately for Otoha, both her subpar performance and release timing have played against her significantly. Being the last character released right before the 1st Anniversary of Eversoul, it has been in most players best interest to skip her banner in order to save for what could potentially be some great anniversary release(s).
If poor release timing wasn't bad enough, her kit itself also plays against her. It is almost entirely geared for 5v5 content such as Battlefront or Arena, things that most players already have well-built teams for and makes her not worth the investment. She doesn't perform well in guild raids or any other single-enemy content, which is what most players prefer to build characters for as this content is the real endgame.
Even in the content she was designed for, Otoha's performance is highly reliant on her teammates ability to keep her safe until she can get her skills off. She is very slow and has no CC immunities, so she can be easily shut down by almost any opponent with CC, and is particularly susceptible to taunts. Chloe in particular poses a huge problem for her, between taunt, stun and the faction bonus. Otoha's entire kit revolves around her activating the Inverted Weave portion of her passive, Blind Stitch, which gives each of her skills additional functions. Since the Inverted Weave only activates every 4 auto attacks or sub skills she uses, and since she's already particularly slow, both hard and soft CC disrupt her play quite effectively.
Of course, Inverted Weave can also be activated via the incapacitation of an enemy unit, or by using her ultimate, which just leads back to why she's not particularly great in single-target combat.
Her artifact is also almost entirely useless in single-enemy content, as unless you're using her ultimate, it only buffs her for the first 24 seconds of battle while guild raids are 3 minutes long. Enemy incapacitation in single-enemy combat is impossible, so the other criteria for activation is unavailable to her. It can be reactivated by using her ultimate, however in guild raid situations there are too many other ultimates that take priority, which leaves her effectively gimped.
Currently, Otoha's usefulness is quite limited. She has the ability to reduce enemy's evasion by 50, which makes her a decent counter to Linzys and teams buffed by Talia. She is also a decent counter to Daphne. Other than this though, she doesn't have much going for her. Perhaps she'll see some buffs in the future.
